City Council Special Meeting Adopted Minutes Monday, July 12, 2021 at 6:00 PM Remote Meeting via Zoom In accordance with Emergency Orders issued by local officials, and State of Michigan legislation, which allows for electronic meetings of public bodies, notice is hereby given that the City of Lathrup’s City Council will be meeting electronically using www.Zoom.us for videoconference and public access. 1. Call to Order by Mayor Garrett 6:08 p.m. (in accordance with PA 254 of 2020, the members should identify their physical location by stating the county, city, township, or village and state from which he or she is attending the meeting remotely). 2. Roll Call Present: Mayor Mykale Garrett, Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson and Saleem Siddiqi Present: City Administrator, Dr. Sheryl L. Mitchell Theriot, Assist. City Administrator/Treasurer, Pamela Bratschi, City Attorney, Scott Baker, Police Chief, Scott McKee, Director, Community and Economic Development/DDA, Susie Stec, and Government Services, Kelda London Others Present: Scott Ringler – Giffels Webster All City Council members were present from Lathrup Village, Michigan – Oakland County. 3. Pledge of Allegiance 4. Approval of Agenda Motion by Mayor Pro Tem Kantor, seconded by Council member Ferguson to approve the agenda. Yes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) CITY COUNCIL MINUTES – JULY 12, 2021 SPECIAL MEETING PAGE 1 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Mr. Gerald Griffin gave a number of suggestions regarding cannabis as it relates to parking and other city ordinances. 6. Action Requests - For Consideration / Approval A. Appointment for Vacated City Council Seat Mayor Garrett gave an overview and opened the issue for further discussion. 7 applications were received before the deadline. Motion by Mayor Pro Tem Kantor seconded by Council member Ferguson to appoint Dawn Medley to fill the vacant city council seat, with the term ending Monday, November 8, 2021. Yes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. B. Swearing In – Council Member to Fill Vacated Seat Dr. Sheryl Mitchell Theriot administrated the Oath of Office to Dawn Medley as the appointed Council member to fill the vacated seat with the term ending Monday, November 8, 2021. C. Agreement for Election Services Between Oakland County and City of Lathrup Village Dr. Sheryl Mitchell Theriot explained the specifics of the agreement with Oakland County Election Services to count the absentee ballots of the next upcoming election. A motion by Council member Ferguson and seconded by Mayor Pro Tem to adopt the Attached Resolution to Approve the Agreement for Electronic Services Between Oakland County and City of Lathrup Village, and authorize the Mayor and/or City Administrator to sign the Agreement and related documents. Yes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. D. Plante & Maran – Professional Services Agreement 0 Capital Assets and Pension/OPEB Liability Dr. Sheryl Mitchell Theriot gave an overview of the services to be provided by Plante & Maran for audit services due to the staff shortage in the City Offices at this time. Motion by Council member Siddiqi and seconded by Council member Ferguson to adopt the Attached Professional Services Agreement with Plante & Moran, PLLC for additional services as outlined in the attached agreement, and authorize the City Administrator to sign on behalf of the City of Lathrup Village. Yes: Ferguson, Garrett, Kantor, Siddiqi No: None Motion carried. E. Discussion – Brick Pavers and Circular Drives in Right of Way Dr. Sheryl Mitchell Theriot explained the need to discuss the intent to replace the brick paver and circular drives in the right of way found throughout the community as it related to stormwater management. Scott Ringler City Engineer stated that the brick paver and stamped concrete are problematic in trying to find replacements that match the existing material, and that replacement is costly because it is such a specialty item. Attorney Scott Baker suggest that if the residents have brick pavers/stamped concrete to be made aware that if there is damage due to repair by the city that the resident would be responsible for the cost of the repair. Attorney Baker will discuss this issue further with the City Planner. F. Discussion - Update Cannabis / Marijuana Dr. Sheryl Mitchell Theriot reminded Council that there is a Public Hearing on Tuesday July 20, 2021 at the regular Planning Commission meeting. Attorney Scott Baker will be meeting with Planner Jill Bahm of Giffels Webster and Susie Stec to finalize al zoning and general ordinance concerns. G. Discussion – Update Street and Capital Improvement Projects Scott Ringler gave an extensive review on all of the current projects and progress 7. Public Comment Mayor Garrett read a number of comments and questions into the record. Mayor and Council Comments Council gave update on upcoming activities. Council member Ferguson addressed the inaccuracies regarding to the misinformation of how cannabis effects property values and clarified that there has been no decision made on the issue of cannabis. 9. Adjourn Motion by Mayor Pro Tem Kantor, seconded by Council member Siddiqi to adjourn this meeting. Meeting adjourned at 7:55 P.M.
