City Council Special Meeting Meeting Minutes Wednesday, June 01, 2022, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett at 6:00 p.m. 2. Roll Call Present: Mayor Mykale Garrett Council members: Councilmember Jennings, Mayor Pro Tem Kantor, Councilmember Kenez, Councilmember Miller, Present: Interim City Administrators, Pam Bratschi, Susan Stec, Chief Scott McKee, City Attorneys, Scott Baker, Government Operations Assistant, Kelda London 3. Pledge of Allegiance 4. Approval of Agenda Mayor Pro Tem Kantor moved to approve the agenda; motion was seconded by Councilmember Jennings. Yes: Jennings, Kantor, Kenez, Miller, Garrett No: None Motion carried. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) None. 6. Action Requests - For Consideration / Approval A. Special Land Use Approval - 18411 W. 12 Mile (Life of God Outreach Sons, Global Ministries) Life of God Outreach Sons, Global Ministries has presented their application to Planning Commission; The Planning Commission has recommended approval based on the following e conditions; a dumpster, shared parking agreement with one or more of the neighboring properties, appropriate parking stops are added, a written agreement that no off-street parking take place on Guy Place and the garbage is picked up on a weekly basis on the property 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Motion by Mayor Pro Tem Kantor to approve the Special Land Use for the address 18411 W. 12 Mile Road, Lathrup Village. Motion seconded by Councilmember Jennings. Yes: Kantor, Kenez, Garrett, Jennings No: Miller Motion carried. B. Planned Unit Development - 27777 Southfield Rd. (Panera Bread) Surnow Company along with Panera Bread is proposing a Planned Unit Development project at 27777 Southfield Road. Attorney Baker explained the PUD process and its origins in Lathrup Village. Mayor Pro Tem Kantor motioned to direct the City Attorney to prepare the development contract with the appropriate parties associated with the Panera Planned Unit Development. Motion was seconded by Councilmember Miller. Attorney Baker asked Council if the listed community benefit is sufficient or would Council would like to discuss any additional benefits. After extensive discussion, Council approved the listed benefits. Yes: Garrett, Kenez, Miller, Jennings, Kantor No: None Motion carried. C. Discussion - Interview Questions Council was provided along with a list of 18 questions for the Interviews, application materials for the three (3) City Administrator candidates to be interviewed. It was decided that councilmembers will submit any additional interview questions before Thursday June 2nd. Interview will be broadcast with Zoom but not recorded. D. Discussion - Fiscal Year 2022/2023 Budget There was extensive discussion on how council can reduce the budget deficit. Interim Administrator Pamela Bratschi, will send Council revised copies of the budget worksheet for further discussion at the next Budget Study Session. Next Budget Study Session is Monday June13, 2022. Mayor Pro Tem Kantor moved to adopt the resolution scheduling the 2022/2023 Budget Public Hearing for Monday June 27, 2022, at 7:30 p.m. Motion seconded by Councilmember Jennings. 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org Yes: Miller, Garrett, Jennings, Kantor, Kenez No: None Motion carried. 7. Public Comment (Speakers are limited to 3 minutes) Karen Miller - FOIA 8. Mayor and Council Comments Mayor Garrett – Addressed Councilmember Miller regarding accusations of conflicts of interest and other issues. Councilmember Miller stated that the Women’s Club Luncheon is June 8th at Plum Hollow the cost is $35 per person. Attorney Baker stated that he received correspondence from the State Attorney General approving both the Charter Amendment Language and the explanatory caption, which have been submitted to the Governor’s Office for approval. 9. Adjourn Mayor Pro Tem Kantor moved to adjourn the meeting; motion was seconded by Councilmember Jennings.
