City Council Special Meeting Monday, January 08, 2024, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 Meeting Minutes 1. Call to Order by Mayor Garrett at 6:06 pm 2. Roll Call Present: Mayor Garrett, Mayor Pro Tem Kantor, Councilmember Barksdale, Councilmember Jennings Also present: City Administrator Greene, City Clerk London Motion by Mayor Pro Tem to excuse Councilmember Hammond. Councilmember Barksdale seconded the motion. Yes: Barksdale, Garrett, Jennings, Kantor No: None Motion carried. 3. Pledge of Allegiance 4. Approval of Agenda Mayor Pro Tem Kantor moved to approve the agenda as presented. Councilmember Jennings seconded the motion. Yes: Garrett, Jennings, Kantor, Barksdale No: None Motion carried. 5. Public Comments for Items on the Agenda (Speakers are limited to 3 minutes) No Public Comments 6. Action Requests - For Consideration / Approval A. Appoint Accounting Services Support 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org  Administrator Greene explained that with the retirement of Treasurer Bratschi, the city is currently without a Treasurer/Finance Director. We are bringing on Plante Moran to assist with finance responsibilities as a temporary solution until the treasurer/finance director position is filled. Mayor Pro Tem Kantor moved to approve Plante Moran for accounting services and authorize City Administrator Greene to sign all associated documents. Councilmember Jennings seconded the motion. Yes: Jennings, Kantor, Barksdale, Garrett No: None Motion carried. 7. Discussion Items A. Ordinance Review The ordinances that need review are the fence ordinance, the dog license ordinance, which needs updating due to the changeover to Oakland County takeover, and the encroachments licensing ordinance, along with a revised process for keeping track. Councilmember Jennings would also like to discuss the uniform commercial sign ordinance. 8. Public Comment Roger Lynn welcomed Administrator Greene, questioned the time lost in replacing Treasurer, and would like details on the cost of the Plante Moran contract. Mr Lynn encourages the council to reexamine the uniformity of the signs on Southfield Rd. Richard Wisz – inquired about why there was no video today and why the 80/20 salary was split with the water fund. Does the Treasurer position also do some work for the DDA? 9. Mayor and Council Comments Mayor Pro Tem Kantor addressed Mr. Lynn’s comments. Stating that the city did go through the hiring process and offered the position to an individual who later declined the position. Regarding cross-training, former Treasurer Bratschi had an accounting and a finance background, and it has been challenging to find someone with both. The Plante Moran contract will cost an additional $1,500 monthly, divided 80% from the general fund and 20% from the water and sewer fund. Councilmember Jennings welcomed 44 Burrito to Lathrup Village—the new burrito restaurant at 26780 Southfield Rd. Mayor Garrett addressed Mr. Wisz's questions, stating there will only be video on the regular council meeting as a cost-saving measure. 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org  Administrator Greene addressed the salary split portion of the question, stating that the DDA controls its expenses. There will be a later discussion with DDA regarding the matter. 10. Adjournment Mayor Pro Tem Kantor moved to adjourn. Councilmember Jennings seconded the motion.
