Roll Call Present: Garrett, Kantor, Jennings, Mannarino Thompson, Hammond Absent: N/A Also Present: CA Greene, Attorney Baker, City Clerk Emanuel, DDA Director Colson Eric Pietsh of Giffels Webster, Jill Bahm of Giffels Webster, Hannah Prins of Giffels Webster DDA Board, Tree Committee, Parks & Recreation Committee, Historic District Commission, Planning Commission 3. Approval of Agenda Moved by Mayor Pro Tem Kantor, seconded by Councilmember Jennings, to approve the agenda. Yes: Garrett, Jennings, Mannarino Thompson, Kantor No: N/A Motion carried. 4. Public Comments for Items on the Agenda Diane Anderson commented in part on heritage preservation, Bedroom Community that shuts down at night, businesses that Lathrup Village used to have and ones that are currently in Lathrup Village, two-tier citizenry, and lyrics from a Joni Mitchell song, “you don’t know what you have ‘til it’s gone.” 5. Action Requests - For Consideration / Approval A. Request to Approve San Jose Siren Activated Gate Contractors Moved by Councilmember Jennings, seconded by Mayor Pro Tem Kantor, to approve the San Jose Siren Activated Gate contractors as recommended by City Consulting Engineer Ringler, with ornamental fencing, for a total estimated project cost of $56,500, including contingency. Joint Session - Comprehensive Master Plan Kickoff & Training Giffels Webster Planners: Bahm, Pietsch, and Prins, presented information about the City’s current Master Plan, the need for the review of the Plan, shared the process, and did interactive exercises with the residents and the members of City Council, Committees, Commissions, and Boards that were in attendance, to get their input and feedback regarding the Master Plan. 7. Public Comment Timothy Hillman, San Quentin, promoted the Parks and Recreation’s Puzzle night on Wednesday, October 8th, at 7:00 pm, and the League of Women Voters’ Candidate Forum on Thursday, October 9th, at 7:00 pm, both at City Hall. Carlisa Mathis, Margate, expressed that she was glad to participate in the Master Plan activity and see the vision, and wants to continue to participate. 8. Mayor and Council Comments Mayor Garrett: Thanked everyone for taking the time to come out to the Joint Session. Mayor Pro Tem Kantor: Promoted the next Headlee Town Hall on Saturday, October 11th, at 11:00 am at City Hall, and encouraged everyone to come out. Councilmember Hammond: Thanked the Giffels Webster team, and all of the residents and members of the Boards, Commissions, and Committees that came out, and encouraged everyone to share the information and attend follow-up meetings regarding the Master Plan. Councilmember Jennings: Promoted registering for the City’s Newsletter and mentioned that the Southfield Public Schools Bond updates are on the app. Councilmember Mannarino Thompson: Encouraged those in attendance to engage their neighbors and tell them to get involved in this process. Jill Bahm (Giffels Webster) pointed out the sections on the 2021 Comprehensive Plan Map and emphasized the importance of having residents from all of the sections participate and give input into the Master Plan. 9.
