City Council Regular Meeting Meeting Minutes Monday, May 16, 2022, at 7:30 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Garrett @ 7:30 pm 2. Consider Adoption of Electric Vehicle Zoning Ordinance Amendments Councilmember Jennings moved to adopt the Electric Vehicle Zoning Ordinance Amendment. Motion seconded by Councilmember Kenez. Yes: Garrett, Jennings No: Kenez Motion denied due to the fact that the vote was two (2) to one (1), adoption of an ordinance requires a majority of the entire council. C. City Budget - Fiscal Year 2022/2023 DRAFT Councilmember Jennings moved to set the public hearing for the Fiscal Year 2022/2023 Budget Hearing to take place on June 27, 2022. Motion seconded by Councilmember Kenez. Yes: Garrett, Jennings, Kenez No: None Motion carried. D. Resolution - No Mow May Councilmember Jennings moved to accept the Resolution “No Mow May”. Motion seconded by Mayor Garrett. Yes: Jennings, Garrett No: Kenez Resolution adopted. E. Resolution - Mayor's Monarch Pledge Councilmember Jennings moved to approve the Mayor’s Monarch Pledge resolution. Motion seconded by Councilmember Kenez. Resolution - United Way for Southeastern Michigan’s 21 Day Equity Challenge Councilmember Jennings moved to approve the United Way for Southeastern Michigan’s 21 Day Equity Challenge resolution. Proclamation - Gun Violence Awareness Day - June 3, 2022 Councilmember Jennings moved to declare Friday June 3, 2022 National Gun Violence Awareness Day. Motion seconded by Councilmember Kenez. Yes: Jennings, Kenez, Garrett No: None Resolution adopted H. Proclamation - Juneteenth Awareness Day Councilmember Jennings moved to declare Sunday June 19, 2022 Juneteenth Awareness Day. Motion seconded by Councilmember Kenez. Yes: Kenez, Garrett, Jennings No: None Resolution adopted. 8. City Administrator Report Interim Administrator McKee provided Council with an estimate from Big Dave’s Tree Service to provide clean up service for the four (4) triangle parcels. Administrator McKee also explained in detail the three (3) quotes for the elevator repair. 9. City Attorney Report None 10. Reports of Boards, Commissions, and Committees None 11. Mayor and Council Comments Mayor Garrett read into record for Councilmember Miller in her absence. 1) Regarding the resolution No Mow May, is there a plan and budget? No budget necessary it is at the resident’s 27400 Southfield Rd | Southfield, MI 48076 | 248.557.2600 | www.lathrupvillage.org  discretion to participate or not. 2) Regarding the Mayor’s Monarch Pledge; is there a plan and budget? Both the plan and budget will come from Downtown Development Authority. Mayor Garrett also addressed the question regarding the hiring of the DDA Project Manager. That is a position from the list of open positions that needed to be filled. Reiterating that the Council is only responsible for hiring the City Administrator position. Councilmember Kenez inquired about the open ZBA generator issue. And also requested a sign ordinance update. Councilmember Jennings reiterated that the Juneteenth Celebration is scheduled for Saturday June 18, 2022 from 12 to 4 p.m. Also, Jennings requested that staff send an email with instructions on how to make it a smooth process. 14.
