City Council Study Session Monday, March 20, 2023 – 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 Meeting Minutes 1. Call to Order by Mayor Garrett at 6:00 p.m. 2. Discussion Items A. Ulliance Employee Assistance Program Joel Schudiske for the Ulliance Employee Assistance Program was in attendance to explain the program and answer any questions. The Program is a mental health counseling program that the police department needs as part of the training accreditation process. The total cost is $6,500 and will be available to the police, all employees, and Council members and families. B. Lathrup Village AMI Proposal In October 2022, the Infrastructure Study Group recommended that the Council approve the water technology upgrade. The AMI proposal is to upgrade the technology by installing gateway antennas which would allow real-time tracking of the water system and be able to do drive-by water reads. Because Ferguson is the sole source provider for the Neptune water meters that are currently in use, they are the only ones that can provide the technology upgrade. Therefore staff is asking to waive the bid process. C. DPW Security Camera Proposal There is high demand for the materials stored at the DPW yard. There is a proposal before Council to purchase and install security cameras. This proposal is the same camera system used at City Hall. Police would have access to monitoring capabilities. There would be three cameras installed for a total of $9,642. D. Communications Plan Administrator Susan Montenegro presented Council with an example of the communication plan from Hudsonville. It provides different levels of urgency and who’s responsible for each category. Administrator Montenegro emailed a copy to each council member and asked that they look it over and discuss it at a later meeting. Mayor Garrett is requesting more of a comprehensive plan, for example, the flow of how phone calls are handled, residents’ concerns, and timely responses until some kind of CRM is in place. E. Council Goal Setting Administrator Susan Montenegro provided Council with a matrix of previous goals and also a blank matrix for each member to add comments and priorities. There was a goal-setting meeting that was scheduled for March 6, 2023, but it was rescheduled as a special meeting. There needs to be a new date set for the goal-setting meeting. F. Southfield Public Schools Discussion The property behind the Annie Lathrup School had been deeded to Lathrup Village from the Southfield Public Schools when they sold the school building. The property contained the deed restriction that the property was only to be used for recreation purposes. Surnow, the current owner of the property, wants to purchase the property as part of the development, which would require the city to have the deed restriction removed by Southfield Public Schools. City Attorney Scott Baker reached out to the Southfield Public Schools attorney, who then reached out to the school superintendent. The response from the school was that they are not interested in working with the City Council based on the current relationship. Mayor Garrett requested that Councilmember Miller, the Southfield Public School Liaison, request a meeting with the Superintendent and School Board to discuss the matter. 3. Mayor and Council Comments Councilmember Miller questioned the payment to Giffels Webster for the Special Assessment District will that be billed back to the residents? Staff will look into the payment and why is a payment to Giffels Webster for city planning. The answer is DDA pa s for the first six months of planning services, and the last six months are paid from the general fund. 4. Public Comments Robert Tamarelli – Southfield Lathrup Village University School water bill and sinkhole. 5.
