City Council Study Session Monday, February 02, 2026, at 6:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order by Mayor Kantor at 6:00 pm Present: Kantor, Sousanis, Jennings, Hammond, Garrett Also Present: City Administrator Greene, Attorney Baker, City Clerk Emanuel 2. Discussion Items A. Community Room Roof Replacement Mayor Kantor, Councilmembers, Attorney Baker, and City Administrator Greene discussed:  Spending approximately $30,000 to remove and replace the existing HVAC (that is on the roof, so the roof can be repaired) and not getting new HVAC, and then needing new HVAC equipment later  Costs of HVAC replacement based on the age of the HVAC and if needed  What would happen if we don’t replace the roof  Do we have a roof diagnosis  Evidence of roof leaks and the age of the roof  The cost will be more expensive if we wait to do the repairs  Any possibility for a grant (State Grant)  Revisit after we hear back from Denny’s Heating and Cooling  Looking into grants related to high-efficiency units  Possibly doing different units at a time (ex, buy 2 new, keep 2 old ones) B. Conflict to Conversation Training Mayor Kantor, Councilmembers, Attorney Baker, and City Administrator Greene discussed:  Pricing for it is between $5,000-$7,500  Not something we should do right now based on the price  Possibly joining other Cities and doing it jointly to share the cost  Looking for similar programs that have a lower cost C. City Council FY 26-27 Goals Mayor Kantor, Councilmembers, Attorney Baker, and City Administrator Greene discussed:  Monitoring our performance against the goals and measuring these goals  Some can be long-term goals  Quarterly review of the goals and progress of the goals  If there are more ways to streamline processes  City Communication Plan and the Communications and Engagement Committee to finalize the plan recommendations  Digital feedback – now on the Website – under LV Feedback  The goal that the City Council will provide public acknowledgement of their perceived “golden rule” and what that means  The Goal –“Utilize the Parks and Recreation Committee and the City staffing to hold recreational events for members of the entire community.”  Discussion of the things that the Parks and Recreation Committee has been doing and the help that they have requested from the City  Adding the goal of establishing a consistent Vision for all of the Committees and Commissions of the City  Committees/Commissions giving a report of their meetings once a month, so that there will not be “No Report” statements, and having a synopsis of their meetings  That the Council liaisons on the Committees/Commissions are the ones who currently give the reports  Looking at the chart/goals, and pulling out the metrics before the meetings  Timeline to vote on the goals and that they are not Charter mandated  If there are any goals that we should not have?  Possible Town Halls for the Master Plan and Communication and Engagement Committee 3. Public Comments Jonathan Tara commented in part: on the Save On flyers/brochures being delivered again in Lathrup Village, and attached to his mailbox, violating Federal law, and if the City can send them another letter regarding this. Timothy Hillman, San Quentin, commented in part: his support for the Library millage being on the (November) ballot, he will be voting and encourages others to vote, the City publicly sharing which Libraries have been contacted and their pricing/cost, having a Library Town Hall, and that he sent ideas for additional actions related to ICE in an email to the Council. 4. Mayor and Council Comments  (In reference to the Save On Flyers) Chief Zang will be informed, collecting evidence against the company passing out the flyers (see a delivery person inform the Police), what the City can do (our Littering ordinance), other people reaching out to the U.S. 27400 Southfield Rd | Lathrup Village, MI 48076 | 248.557.2600 | www.lathrupvillage.org  Postal Inspectors too about them being attached to their mailboxes and drafting a document that the Council can sign about this  Mayor Kantor will respond to Mr. Hillman’s email  Water bills have been sent to the tax rolls  Openings for members are due by 2:00 pm on Tuesday, February 17th, for both the Board of Review (reviews appeals to taxable values) and the DDA (Downtown Development Authority)  Budget (FY26-27) Input meetings February 9th from5-7pm in Community Room  Master Plan meetings, including on February 17th, 7 pm in Council Chambers – Housing  Police Charity Chili Cook-off - Thursday, February 12th – in the Community Room  Chamber of Commerce Black History Panel on Thursday, February 26th, from 6-9 pm at City Hall  Parks and Recreation – will host more classes, including Crocheting and Sour Dough bread making  Mayor Pro Tem Garrett wished everyone a Happy Black History Month and hoped that it would be a time to understand all that encompasses Black History  Councilmember Sousanis thought there should be a Town Hall for the Library millage 5.
