CITY OF LATHRUP VILLAGE CITY COUNCIL STUDY SESSION MEETING MINUTES JUNE 15, 2020 MINUTES OF THE STUDY SESSION MEETING OF THE CITY COUNCIL CITY OF LATHRUP VILLAGE HELD ON MONDAY, JUNE 15, 2020 VIA REMOTE MEETING – ZOOM. Present: Mayor MyKale Garrett and Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson, Saleem Siddiqi, Donna Stallings Also Present: City Administrator Dr. Sheryl L. Mitchell, Asst. City Adm./Treasurer Pamela Bratschi, City Attorney, Scott Baker, Police Chief Scott McKee, Community & Economic Development Manager, Susie Stec, Government Operations, Kelda London and City Clerk, Yvette Talley Meeting called to order at 6:00 p.m. by Mayor Garrett. The purpose of the meeting is to discuss City Council Agenda items: Discussed Items: A. Discussion – Code Enforcement Officer Hire/Start date will be June 23, 2020 and he’ll work Tuesday, Thursday and Friday. B. Discussion - House in the Woods – Sale Progress – Dr. Mitchell is working on the RFP. C. Discussion – Fireworks – are permitted June 29- July 5 8:00 a.m. until 12 midnight. If there are any issues, call the Police. D. Discussion – Sidewalk bumper blocks – Dr. Mitchell stated a letter has been sent to businesses in violation, encouraging them to fix bumper blocks. Item F. Discussion of City Council Agenda Items: Item 12B. Oakland County West Nile Virus Program – Mayor Pro Tem Kantor asked about the West Nile allocation for the city. It’s divided amongst Oakland County communities. Item 12C. – Resolution authorizing I.T. Services with Oakland County for enhanced access fees related to the COVID-19 pandemic. 12F. Council member Stallings asked about the resolution authorizing an Interlocal Agreement with Oakland County for the distribution of Cares Act funds to assist with the COVID-19 pandemic. Costs to the city related to COVID-19 will be reimbursed to the city. The City is signing up to say we are participating in the program and Oakland County is the fiduciary of the federal program – Cares Act. Chief McKee discussed the FEMA grant and the Cares Act on how they will work together because they can’t overlap. Discussed - Department Report of Recreation Coordinator – He’s looking into renaming 3-parks E. Discussed- Police Operations - Dr. Mitchell receiving inquiries from various Council members of what the current operations are. Looking into what is being recommended as best practices today. If there are policies and procedures that needed to be looked into, that will be done as well. Council member Ferguson stated there are no issues with Lathrup Village Police Department. He asked questions about the procedures of the background check. Chief McKee 1  said the background check is 60 pages long, they check -criminal history, driving history , legal documents, CLEMINS, LEIN, ACCURENT, a number of social data bases, check social media, prior law enforcement, contact previous employers, neighbors, relatives, references and request contacts from people who will not give them a good recommendation. Discussed body cameras – Lathrup Village Police doesn’t have but they do have in-car cameras, they have redaction software which allows them to review/audio. Council member Siddiqi said – would like a report that is more comprehensive and more qualitative. For example – statistics, training provided, are there any complaints against officers and how were they resolved. To have a good report to share with residents. Public Comments Dennis Nordmoe - 27265 Lathrup Blvd. said this is a good time to review local protocols for Police. Chief McKee said the main focus for the Police Department is to get the best training possible for the officers. Mayor/City Council Comments: Council member Ferguson stated to be aware of the Opens Meeting Act rules as it applies to City Council emails. Bruce Kantor said there are several businesses that still have their temporary signs out and noticed signs in right-of-way. There are cars being sold from a residence – asked code enforcement to follow-up on this matter. Dr. Mitchell will check on the progress of the brick wall matter. Scott Baker stated code enforcement cases has been pushed out due to COVID-19 and 46th District Court being closed. It’s possible that the court will not open until September 2020.
