CITY OF LATHRUP VILLAGE CITY COUNCIL BUDGET STUDY SESSION MEETING MINUTES MAY 18, 2020 MINUTES OF THE BUDGET STUDY SESSION MEETING OF THE CITY COUNCIL CITY OF LATHRUP VILLAGE HELD ON MONDAY, MAY 18, 2020 VIA REMOTE MEETING - ZOOM. Present: Mayor MyKale Garrett and Mayor Pro Tem Bruce Kantor Council members: Ian Ferguson, Saleem Siddiqi Excused: Council member Donna Stallings Also Present: City Administrator Dr. Sheryl L. Mitchell, Asst. City Adm./Treasurer Pamela Bratschi, City Attorney, Scott Baker, Police Chief Scott McKee, Manager, Sgt. Michael Zang, Community & Economic Development, Susie Stec, Government Operations, Kelda London and City Clerk, Yvette Talley The purpose of the meeting is to discuss FY2020/2021 budget and FY 2020/2021 DDA Budget City Council Agenda Items: Discussed Items: A. Discussion – Fiscal Year 2020/2021 Budget – Dr. Mitchell gave an overview and answered specific questions. Discussed – General fund, Fund balance, Major streets and Local streets will not transfer money from the major street fund to the local street fund this year. Water sewer fund – water rates will increase due to the water main work that has to be done in the city, requirements from the State of Michigan and lead/copper replacement. Capital Acquisitions- pavement of DPS parking lot, acquisition tasers for Police department, improvements for parks/ community garden and the video systems on 2nd floor of city hall. Mayor Pro Tem Kantor discussed Munetrix fees- there is a possibility this service can be free of charge and Dr. Mitchell will look into the matter. Discussed State revenue sharing will more than likely be reduced, Administrative staff will receive 2% increase, sidewalk program, recreation department (community room) is at a standstill due to coronavirus and sewer system maintenance cost. Police department will start 12-hour shift in July-October 2020 and will take a look if it makes financial sense as a community. B. Discussed- Fiscal Year 2020/2021 DDA Budget was approved. Due to the expansion of the Michigan First Credit Union site, there was an increase in tax capture. Will shift the salary of the Manager, Community & Economic Development to the DDA it was 90% but now it’s 100%. Increase salary portion of the City Administrator and the Assistant City Administrator/Treasurer to the DDA 5% to 10% each, total shift approximately $8,000. DDA will pay a portion of the Recreation coordinator’s position due to the planning/programming done in the DDA district. DDA supporting the façade grant program and supporting local businesses by raising funds – Michigan First Credit union donated $4, 000 and Mainstreet Oakland County will match and the City of Lathrup Village is in the process of raising $2,000 towards this endeavor. Dr. Mitchell will take a look to see if the DDA board is allowed by State statute to share proceeds with the municipality in which they serve.  C. Discussion – Agenda items for May 18, 2020. Council member Ferguson other firms to be considered in the future because Plante Moran is costly. City Administrator will look into the RFP process for a more competitive firm in 6 months. Mayor/City Council Comments: Mayor Pro Tem Kantor discussed marijuana odor as a nuisance. City Attorney Scott Baker said he will look at a general ordinance to deter the situation. Discussed recycling program and Council member Siddiqi will speak with more communities in near future. Discussion of- communication with Southfield schools for an update- Council member Ferguson will check with the school district, tall grass at Eddie Smokes restaurant, list on the market with a realtor - house in the woods property and the property on California S.E.
