Historic District Commission Minutes Wednesday, August 13, 2025, at 5:00 PM 27400 Southfield Road, Lathrup Village, Michigan 48076 1. Call to Order at 5:01 PM 2. Roll Call Present: Johnson, Roberts, Khamo, Warner, Weems Excused: Kenez 3. Approval of Agenda Moved by Warner, seconded by Roberts, to approve the agenda as presented. Yes: Johnson, Roberts, Khamo, Warner, Weems No: - Motion Passed 4. Approval of Meeting Minutes A. 2-19-25 - HDC Minutes Moved by Roberts, seconded by Warner, to approve the amended minutes with the spelling correction to the last names of Tara and Beras under public comment. Yes: Johnson, Roberts, Khamo, Warner, Weems No: - Motion Passed 5. Public Comment on Agenda Items (limited to 3 minutes) 6. New Business A. Request to Approve HDC Bylaws City Administrator Greene & CED Intern Kennedy noted that the City is in the MEDC Redevelopment Ready Communities (RRC) certification process. As part of the process, the City has been required to submit bylaws of all the City’s boards/commissions. While reviewing files, we were unable to find an approved copy of the HDC bylaws. To be consistent across all boards/commissions and to meet our requirements for RRC certification, we are seeking HDC approval of operating bylaws. The Commissioners discussed the bylaws, and it was noted that the bylaws are straightforward, as the HDC has a thorough ordinance that covers the HDC process in depth, and if needed, the bylaws can be updated via a majority vote of the board at any future meeting. Moved by Roberts, seconded by Khamo, to approve the HDC bylaws as presented. Request to Approve Exterior Mural Installation - 27400 Southfield Road (City Hall) City Administrator Greene stated that the City is seeking to install a painted mural on the south side of the City Hall facility (near the employee entrance). During the August 2024 City Council meeting, the City Council approved applying for the Detroit Institute of Arts (DIA) Partners in Public Art Program (PIPA) for the City of Lathrup Village. After City Attorney Feedback, the definition of “alteration” under our ordinance includes any exterior modification, which includes murals, and it was advised to seek HDC input before proceeding. Moved by Warner, seconded by Khamo, to approve the 27400 Southfield Road – Exterior Mural Installation. Chair Johnson – Questioned if the City Hall building is architecturally historic or civically/culturally historic, but believes that if the commission deems it civically/culturally historic, the mural would enhance the culture of the community. Vice Chair Roberts – Noted that SHPO standards recommend that murals be painted on removable surfaces; however, they do not believe the City Hall mural takes away from the historic aspect of the building. Secretary Khamo – Likes the mural itself; however, the City Hall building has not been painted in the past, and is not in favor of being painted directly on the brick. After further discussion, the secretary noted that they believe that City Hall is civically historic, not architecturally, and the mural would not diminish the civic history of the building. Commissioner Warner – Was in favor of the mural to enhance the culture of the community, but had questions about the integrity of the brick if the mural were to be removed, since the building is over 50 years old. Commissioner Weeds – Questioned if other surface alternatives were discussed with the DIA. Yes: Johnson, Roberts, Warner, Khamo, Weems No: - Motion Carried 7. Old Business and Tabled Items Moved by Roberts, seconded by Weems, to excuse Kenez. Yes: Johnson, Roberts, Khamo, Warner, Weems No: - Motion Passed 8. Other Matters for Discussion  Chair Johnson asked if it was possible to provide all the commissioners with a copy of the National Historic document.  Commissioner Warner requested that the HDC have a meeting in the future with the City, inviting the City Planning Consultant to give them a similar presentation that was held at a Planning Commission meeting to discuss the Master Plan and the vision for the historic district as a part of that plan.  Vice Chair Roberts requested that the HDC be involved in the upcoming Master Plan update to ensure the historic district is not left out of the plan. 9. Adjournment Moved by Warner, seconded by Weems, to adjourn at 5:34 PM.
