COMMON COUNCIL May 18, 2020 6:16 P.M. The City of Lawrenceburg Common Council meeting was called to order by Mayor Kelly Mollaun, Clerk-Treasurer Mark Fette read roll call. Present were Board members Thomas Rowlett Sr., Brett Bondurant, Justin Noppert, Lennie Fryman and Tony Abbott, City Attorney Del Weldon, and Clerk-Treasurer Mark Fette. ANNOUNCEMENTS Board Reports: Streets, Alleys, and Curbs: Tony Abbott: No report. Finance: Brett Bondurant: No report. Parks and Playgrounds: Justin Noppert: Councilperson Noppert advised that there was a lot going on in the parks. He commented on how nice the Ludlow Hill Park looked and stated that the playgrounds would open May 24th. He spoke with Safety Director Abdon and discussed additional cleaning measures that would be taken. Mr. Noppert stated that there would still be a risk. He advocated continuing social distancing guidelines. Mr. Noppert stated there was a team of people looking into options to keep the pool safe this summer. He advised that everyone needed to work together. Fire: Thomas Rowlett Sr.: No report. Mayor Mollaun advised that they were looking at a June 1st opening for the Ludlow Hill Park. He advised that he would like to have a ribbon cutting with the committee that worked on the park. Councilperson Lennie Fryman noted that it looked nice with some of the trees cut down. ADMINISTRATIVE Motion to approve minutes from the previous meeting. Motion: Lennie Fryman Second: Brett Bondurant Motion carried. NEW BUSINESS 1. Mayor Mollaun School Graduation Assistance Mayor Mollaun stated that Lawrenceburg High School is having their graduation on the football field and they would like to have the event live streamed. It can be live streamed for $4,500.00. He advised that he would like to open this up for discussion. Councilperson Noppert asked if there was any equipment available to loan them. It was stated that they had received two quotes. The Mayor advised that the money could come from the Rainy Day Fund. Councilperson Abbott asked if they could use the new park. It was stated they had been offered the new park, but it would not be any easier to use that as opposed to the field and the students wanted to keep the event on campus. A motion was made to move forward with using the Rainy Day fund to pay for the live streaming cost. Motion: Thomas Rowlett Sr. Second: Justin Noppert Motion carried. OLD BUSINESS 1. Del Weldon Dearborn County Country Club City Attorney Del Weldon advised that this had been discussed in the Board of Works meeting. It was advised that the contract that was created, during the Cunningham administration, allows the Country Club to have 20% of their property released for development. City Attorney stated that as long as what they intend to do matches with the contract it cannot be stopped. He advised that the fees would need to be paid by the Dearborn County Country Club. Mayor Mollaun advised that the Board of Works voted to unfavorably move forward with the next step. It was noted that legally the Country Club could move forward due to language present in the contract. For that reason a motion was made to move forward with the Dearborn County Country Club’s request with the caveats that City Attorney Del Weldon advised. Mayor Mollaun Donation Committee Recommendation Mayor Mollaun advised that there were two recommendation being made as follows: Dearborn County Young Professionals for $500.00 and the Mooch Callaway/ Southeastern Indiana Veterans Association for $250.00. A motion was made to approve. Motion: Thomas Rowlett Sr. Second: Justin Noppert Motion carried. 3. Tony Abbott Fiber to Home Councilperson Tony Abbott asked when customers would begin being hooked up to fiber. Mayor Mollaun advised that they were doing this now. He stated that four different teams would be going out next week and that Jeff Bittner was preparing an update for Council. He advised that most of the manufacturing piece would be done within 2-3 weeks. Mayor Mollaun stated that about 80 customers were on the list for Riviera. It was advised that door hangers were made for the City to promote the fiber. The idea is to be two weeks ahead of the install with the door hangers that way when the street is reached everyone can be hooked up at the same time. Mayor Mollaun advised that there were 110 requests on the back log, but that has decreased to around 95. Once the manufacturing piece is complete the number of connections per day will increase. Councilperson Lennie Fryman asked about Ludlow Hill and progress there. It was advised that there is a team on Ludlow Hill preparing door hangers. 4. Justin Noppert COVID-19 Testing Facility Councilperson Justin Nopert advised that he had stopped by last Friday to thank them for their work. He stated that they were having no issues getting everything up and running. On Wednesday they had tested about 65 people. It was advised there is a sign-up sheet for testing, but they will take walk-ins. This is not the anti-body test. It was advised that an appointment would be best. This sight is for Indiana residents only. 5. Mark Fette Public Meetings The first meeting in June will be held on June 1st. There was discussion about how the next meeting would proceed. There is a limit of 25 total people allowed in chambers including the Council, Mayor, and Clerk-Treasurer. Mayor Mollaun stated that the department heads would not come. It was advised that x’s would be placed on the floor for chairs to keep social distancing standards. The live stream would continue indefinitely so that those who did not feel safe would be allowed to view in real time. Advanced claims for approval. No advanced claims.
