COMMON COUNCIL
January 11, 2021 6:12 P.M.
The City of Lawrenceburg Common Council meeting was called to order by Mayor Kelly
Mollaun. Clerk-Treasurer Mark Fette read roll call. Present were Board members Thomas
Rowlett Sr., Brett Bondurant, Justin Noppert, Lennie Fryman and Tony Abbott, City Attorney
Del Weldon, and Clerk-Treasurer Mark Fette.
ANNOUNCEMENTS
Board Reports:
Streets, Alleys, and Curbs (downtown): Councilperson Tony Abbott had no report.
Streets, Alleys, and Curbs (Ludlow Hill): Councilperson Lennie Fryman stated that he had no
report.
Finance: Councilperson Bondurant reported that he had no report.
Parks and Playgrounds: Councilperson Justin Noppert stated that he had no report.
Fire: Councilperson Thomas Rowlett Sr.: Thomas Rowlett Sr. had no report.
Mayor Mollaun announced that there would be an Executive Session at 4pm on January 12,
2021. He also announced that next weeks meeting would take place on Tuesday January 19,
2021 due to the Holiday. An Executive Session is scheduled for 5pm on Tuesday January 19,
2021.
Mayor Mollaun advised that he had seen some comments on Facebook about the meetings not
being opened to public. He advised that this was done because of the red status in the County.
He asked the Council if they would still like for that to be the gauge. Councilperson Noppert
advised that it was a good guide to go by. The Mayor stated that he would also have the
Communications Director share a link to the meetings on the City Facebook page.
The Mayor advised that if any of the Council members wanted to have the various Department
heads at a meeting for an update he would be happy to make that happen.
ADMINISTRATIVE
Motion to approve minutes from the previous meeting.

NEW BUSINESS
1. Kelly Mollaun Council Reorganization
Mayor Mollaun asked to have a nomination for Council President. There was some discussion.
A motion was made to retain Tony Abbott as Council President.
Motion: Justin Noppert Second: Brett Bondurant
Motion carried.
The Mayor advised that his Board of Works members would remain Tony Abbott and Thomas
Rowlett Sr. The City Attorney appointment will remain Del Weldon. The Mayor
Redevelopment Commission members would remain Bryon Johnson, Kevin Schaffer, and Sarah
Jordan. Bryan Messmore will remain the Director of the Redevelopment Commission.
The Council currently has two representatives appointed to the Redevelopment Commission.
The current appointments are Mr. Richard Richardson and Councilperson Lennie Fryman.
Councilperson Noppert asked if anyone else would like to be put on the Board to gain the
experience and bring a different perspective. There was some discussion. Councilperson Tony
Abbott stated that he was happy with both representatives. The floor was opened for
nomination. Councilperson Rowlett made a motion for Mr. Richardson to remain on
Redevelopment. Councilperson Brett Bondurant motioned for Lennie Fryman to remain. A
motion was made to retain Councilperson Fryman and Mr. Richardson as the Council
appointments.

Motion carried.
Mayor Mollaun announced that the Advisory Plan Commission appointees would be Dylan
Liddle, Darry Hutcherson, Jim Crook, and Owen Cross. Common Council will be appointing
Brett Bondurant, Lennie Fryman, and Tony Abbott. A motion was made to retain the Council
appointees.

Motion carried.
Mayor Mollaun announced that the BZA would be losing Connie Myers. He stated that she had
decided not to remain on the Board in 2021. The Mayor stated that his appointments would be
Jim Crook, Scott McClain, and Bobby Mills. The Citizen member was Brett Bondurant.
Council appointed Justin Noppert. A motion was made to retain Councilperson Justin Noppert.

Motion carried.
The Mayor advised that the Historic Commission voting members would remain Mario Todd,
Susan McClain, and Dick Martin.
Councilperson Noppert stated that there was a lot of redundancy with APC and BZA. He
wondered if there was any way to clean up the City Code on that. He advised that the BZA
meeting is essentially the same meeting as the APC. There was some discussion and
Councilperson Tony Abbott stated that it was set up that way because any variance would need
to be approved by the BZA.
OCRA Storm Drainage Public Hearing 6:31pm
The Mayor stated that the number for the call in would be 812-496-3341 and the conference I.D.
would be 695529. The number and I.D. code were read twice. City Attorney Del Weldon stated
that they had already received the grant, but that they needed to hold the Public Hearing for
protocol. The original Public Hearing was moved due to COVID-19. There were no public
comments.
The Public Hearing was closed at 6:34pm.
Mayor Mollaun advised the the Council will need to an come to agreement on the 2021 meeting
place, frequency, and time. The Mayor advised that they are scheduled for the 1st and 3rd
Monday’s of each month at 6pm in the Council Chambers located at 230 Walnut Street. A
motion was made to keep the current time frames and location.

2. Lawrenceburg Speedway Donation and Report to the Donation Committee
Kim Rudisel stated that they were there to give an update on a summary of the community
giving campaigns. She stated that they hosted various events in 2020. She spoke about the
various giving drives including food, pet food, and other drives. Other special promotional
nights were held to get new families to the races. They sated that 2021 already has various
nights scheduled for the season. They will be working to add a bike night and various Veterans’
nights. Kim stated that she learned that kids with autism like the vibration of the vehicles. They
will reach out to more organizations that work with autistic children. Kim and Dave presented a
check for $1,300 to the Lawrenceburg Donation Committee.
Councilperson Noppert thanked the Lawrenceburg Speedway for what they do in the
community.
It was noted that the opening night will be April 3rd.
