COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG November 9, 2017 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Council Member Sevier, Council Member Moore, Council Member Williams, and Mayor Durham. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the October 26, Regular Meeting was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. Mayor Durham welcomed Leadership Lawrence County to the Council Meeting and asked them to introduce themselves to the City Council. Mayor Durham introduced Mr. Herbert McHenry a friend and local artist and asked him to show some of his paintings and introduce himself to the audience (Leadership Lawrence County). Alan Betz introduced Doug Howell and asked him to present awards in appreciation of the Department of Public Works for their assistance in the preparation and operation of the Babe Ruth Field for the 13- 15 Babe Ruth World Series. Mayor Durham made note of the fact that the next Council Meeting would be held on Thanksgiving Day and advised the Council they should vote on whether or not to hold the next meeting on November 22. Motion to change the City Council Meeting to November 22 was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. City Administrator, Chris Shaffer, updated the Council on Dwayne Bradley and Justin Belew being hired in the Fire Department and congratulated Linda Adair on receiving the Master Municipal Clerk Certification. EMA Director, Joe Baxter gave an update on the Safe Routes to School Grant as well as the Downtown Revitalization Grant. LUS Financials for September 2017 have been accepted. ORDINANCE NO. 1214 AN ORDINANCE TO AMEND ORDINANCE NO.1107 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE POLICE DEPARTMENT. (Sale of seized vehicles) Second and final reading Motion to approve on second and final reading was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1215 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. (Safe Routes to School Grant) Second and final reading Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1216 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND (Travel Reimbursement) Second and final reading Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1218 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. (Theater Grant) Second and final reading Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. RESOLUTUION(S) A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO A CONTRACT GRANT AGREEMENT WITH THE STATE OF TENNESSEE, DEPARTMENT OF MILITARY TENNESSEE EMERGENCY MANAGEMENT AGENCY TRACKING NUMBER 34101-05718 BEGIN DATE 10/01/2016 END DATE 06/30/2018 – Joe Baxter’s salary Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO AN AGREEMENT FOR THE SALE OF REAL ESTATE TO LOCUST AVENUE HOLDINGS LLC AND AUTHORIZING EXECUTION OF THE DEED OR DEEDS TO COMPLETE THE TRANSACTION Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore with a second by Council Member Williams. Meeting adjourned.
