COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG January 24, 2019 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Moore, Council Member Fox, Council Member Williams and Council Member Sevier. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the January 10, 2019 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Fire Chief, Jay Moore, announced the ground breaking of the new “Jason Dickey” Fire Training Center located at 799 Crescent Factory Road EMA Director, Joe Baxter, gave a report on the “Dog Park” including the grant from the Boyd Foundation and the plans for improvement. Public Hearing opened for comments on Ordinance 1250, with no one wishing to address the ordinance Public Hearing closed. ORDINANCE NO. 1250 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO CONTRACT WITH TERRA MARE CONSERVATION, LLC IN CONJUNCTION WITH THE HISTORIC PRESERVATION GRANT FOR THE RESTORATION AND REPAIR OF THE DAVID CROCKETT STATUE Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPLY FOR A FEDERAL HISTORIC PRESERVATION GRANT FOR THE RESTORATION AND IMPROVEMENTS OF CROCKETT THEATER LOCATED ON NORTH MILITARY IN THE LAWRENCEBURG HISTORIC DISTRICT Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO WAIVE ALL FEES FOR ALL BUILDING PERMITS AND ANY PERMITS FOR ANY NEW CONSTRUCTION AND BUILD-OUT OF THE CURRENT FACILITY ASSOCIATED WITH CRAIG INDUSTRIES Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO PARTICIPATE IN THE POOL’S PROPERTY CONSERVATION MATCHING GRANT PROGRAM Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE LAWRENCEBURG PUBLIC WORKS DEPARTMENT AS SURPLUS TO SELL Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE JERRY SMITH TO ENTER INTO NEGOTIATIONS TO HIRE GUARD RAIL INSPECTIONS AND REPAIRS UTILIZING THE STATE CONTRACT PRICING NOT TO EXCEED ($14,000.00) FOURTEEN THOUSAND DOLLARS Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ALLOW SIEMENS, INC. TO EVALUATE AND MAKE RECOMMENDATIONS FOR IMPROVEMENTS AND UPGRADES FOR ENERGY CONSUMPTION AT THE MUNICIPAL COMPLEX, AND OTHER CITY FACILITIES THAT WOULD ASSIST IN PROVIDING A BUDGET NEUTRAL SOLUTION Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. Council Member Williams thanked Chris Shaffer on the briefing for the agenda. He liked it.
