COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG August 25, 2022 The Board of Mayor and Council met in regular session. The following members were present: Council Member Sevier, and Council Member Williams. Council Member Moore and Mayor Lay Council Member Fox was absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the August 11, 2022 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Mayor Lay announced the closing of city offices on September 5, in observance of Labor Day. Fire Chief Moore, gave a report on the fire at Story & Lee Furniture and praised their use of a sprinkler system. If they had not had that system the whole building would be on the ground. Shelton Barnett announced the EMA Operation Plan has been approved by the State and we are in good standing until 2027. A Public Hearing was opened for Ordinance Number 1341, with no one wishing to address the council; meeting closed. ORDINANCE(S) ORDINANCE NO. 1341 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Warner Depot Street - Second and Final Reading Motion to approve on final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed. ORDINANCE NO. 1342 AN ORDINANCE TO AMEND ORDINANCE NO.1340 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2022-2023 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND Second and Final Reading Motion to approve on final reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. ORDINANCE NO. 1343 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” AND TO AMEND THE LAWRENCEBURG MUNICIPAL CODE; TITLE 14; CHAPTER 2: SECTION 14-201. LAND USE TO BE GOVERNED BY ZONING ORDINANCE – Second and Final Reading Motion to approve on final reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed. ORDINANCE NO. 1344 AN ORDINANCE TO AMEND ORDINANCE NO.1317 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2021-2022 FISCAL YEAR END BUDGET FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND – First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. ORDINANCE NO. 1345 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Robert and Suzanne Warner, located on the south side of First Street – First Reading Motion to approve on final reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. ORDINANCE NO. 1346 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” William D. Wingo, II and wife, Connie L. Wingo located on the south side of Randall Street – First Reading Motion to approve on final reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. ORDINANCE NUMBER 1347 AN ORDINANCE TO VACATE AND ABANDON AN UNDEVELOPED SECTION OF VARIOUS STREETS INCLUDING 7T H STREET LOCATED IN THE RAINTREE SUBDIVISION RECORDED IN PLAT CABINET A SLIDE 56 REGISTER’S OFFICE OF LAWRENCE COUNTY, TN.; REPEAL OF CONFLICTING ORDINANCES; EFFECTIVE DATE- First Reading Motion to approve on final reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ALLOW MAYOR LAY PERMISSION TO NEGOTIATE AND ENTER INTO A CONTRACT FOR ANIMAL SHELTER SERVICES TO INCLUDE LAWRENCE COUNTY AND TIER ONE ANIMAL SERVICES Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams. Motion passed. Meeting adjourned.
