COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG May 25, 2023 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Council Member Moore, and Council Member Sevier, and Mayor Lay. Council Member Fox and his family were remembered in prayer, as he recently passed away. With a quorum present the Mayor called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the April 27, 2023 and minutes was made by Council Member Williams, with a second by Council Member Moore. Motion passed. LUS Financials for March, 2023 were accepted. Chairman of the Historical Zoning Commission, Clint Evers, presented the Council with a proposal to change the Ordinance for the HZC to better serve the downtown Lawrenceburg community. Ordinance will be considered at a later date. Pam Hyde, Parkes and Recreation Director, presented her capital budget project and plans for future projects. ORDINANCE NO. 1363 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Cecil Leon White & Mary A. White, on the west side of Highway 43 be rezoned from R-1 to C-2.First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams, motion passed. ORDINANCE NO. 1364 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pursuant to the negative recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to RH II Properties, LLC, on the west side of Business Avenue not be rezoned from C-3 to R-4 (High Density residential including mobile homes). First Reading Motion to not approve Ordinance No. 1364 on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. Ordinance No. 1364 failed. ORDINANCE NO. 1365 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Steve Kilburn located on East Gaines Street be rezoned from C-3 to R-3. First Reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed. ORDINANCE NO 1366 1366 – AN ORDINANCE FOR THE BOARD OF MAYOR AND COUNCIL TO APPROVE AND ADOPTING THE ANNUAL BUDGET AND TAX RATE FOR THE FISCAL YEAR BEGINNING JUNE 1, 2023 AND ENDING JUNE 20, 2024 First Reading Motion to approve on first reading was made by Council Member Williams with a second by Council Member Moore. Motion passed. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO CONTRACT WITH THE STATE OF TENNESSEE FOR THE SWEEPING OF STATE STREETS WITHIN THE CITY LIMITS OF LAWRENCEBURG AND OTHER STREET AND/OR RIGHT OF WAY MAINTENANCE AGREEMENTS. Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A COST REIMBURSEMENT GRANT WITH THE STATE OF TENNESSEE DEPARTMENT OF ENVIRONMENT AND CONSERVATION TRACKING NUMBER 32701-14952 FOR WASTEWATER INFRASTRUCTURE IMPROVEMENTS ON BEHALF OF LAWRENCEBURG UTILITY SYSTEMS Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE POLICE DEPARTMENT AS SURPLUS TO BE DISPOSED OF IN ACCORDANCE WITH THE CITY OF LAWRENCEBURG PURCHASING POLICY Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT MIGNON BEARD AND APPOINT JANE JENNINGS AND KAY SKILLINGTON TO THE CITY OF LAWRENCEBURG /LAWRENCE COUNTY LIBRARY BOARD Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH CIVICS PLUS AS SOLE SOURCE PURCHASE FOR PERMIT SYSTEM SOFTWARE Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. With no further business to come before the board a motion was made by Council Member Moore to adjourn, second by Council Member Sevier.
