COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG November 9, 2023 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Williams and Council Member Story. Council Member Moore and Council Member Sevier were absent. With a quorum present Mayor called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the October 26, 2023 and minutes was made by Council Member Story, with a second by Council Member Williams Motion passed. There were no request by the public to speak on any agenda item. Mayor Lay welcomed Scott Stewart with the Pulaski Citizen. He will be attending and reporting on City Council Meetings for Main Street Media. The City of Lawrenceburg made a special presentation to Chelsie N. Bradford and Lawrence County Sheriff Deputy Keith Sandlin; Police Chief Beecham explained the events and actions taken by these two individuals that resulted in a lifesaving event where Ms. Bradford first made a tourniquet from an accident victims belt that resulted in the slowing down the loss of blood from his leg being lost. Sheriff Deputy Sandlin arrived and used his own tourniquet to stop the bleeding. These two individuals were presented with a lifesaving award; and received much gratitude from all present and all those involved. Chris Bryant, Codes Department Manager, gave a report on developments in Lawrenceburg. He thanked the Police Department, Sanitation, Public Works and the Housing Authority, and Bandon Stutts in helping with the clean-up and placement of persons in houses that were torn down. Terry Epenstien has made great strides in cleaning up neighborhoods. LUS Financials for September, 2023 were accepted. Council Member Story made a motion to change the meeting date for the next Council Meeting from November 23 (Thanksgiving Day) to November 30th. Council Member Williams second the motion. Motion passed unanimously. ORDINANCE NO. 1379 AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND – Second Reading Motion to approve Ordinance 1379 on second reading was made by Council Member Story, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1380 AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND – Second Reading Motion to approve Ordinance 1380 on second reading was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG/ LAWRENCE COUNTY EMA DIRECTOR TO APPLY FOR REIMBURSEMENT FROM FEMA FOR THE MARCH WINDSTORM DECLARED DISASTER ER4712 Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION FOR BOARD OF MAYOR AND COUNCIL THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT EDDY CASTEEL TO THE HOUSING AUTHORITY BOARD Motion to approve was made by Council Member Story, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT PEYTON SOCKWELL TO COMPLETE THE TERM OF JOHN BRYANT ON THE LAWRENCEBURG BEER BOARD. Motion to approve was made by Council Member Story, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE CITY ADMINISTRATOR, DICK McKINLEY TO SIGN AN APPLICATION FOR ELIGIBILITY FOR FEDERAL AND STATE SURPLUS PROPERTY PROGRAM. Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $3,500,000 IN AGGREGATE PRINCIPAL AMOUNT OF WATER AND SEWER SYSTEM REVENUE BONDS, SERIES 2023 OF THE CITY OF LAWRENCEBURG, TENNESSEE; MAKING PROVISION FOR THE ISSUANCE, SALE AND PAYMENT OF SAID BONDS; ESTABLISHING THE TERMS THEREOF AND THE DISPOSITION OF PROCEEDS THEREFROM; PROVIDING FOR THE COLLECTION AND DISPOSITION OF REVENUES FROM THE WATER AND SEWER SYSTEMS OF THE MUNICIPALITY; AND MAKING PROVISION FOR THE OPERATION OF SAID SYSTEM Motion to approve upon a roll call vote for Council Member Williams; aye: Council Member Story; aye: Mayor Lay; aye. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT WITH THE STATE OF TENNESSEE DEPARTMENT OF TRANSPORTATION, MORE SPECIFICALLY PIN:126899.01; AGREEMENT NUMBER: 230478 Mayor Lay explained that the word has been spread to the Amish and they are using the buggy land, and it seems to be working well. Fire Chief, Jay Moore, emphasized that Lawrenceburg has a no burn policy in the city at this time. With no other business to come before the board a motion was made by Council Mem Story to adjourn with a second by Council Member Williams. Motion passed. _____________________ City Recorder
