COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG January 25, 2024 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Moore, Council Member Williams and Council Member Sevier, and Council Member Story. With a quorum present Mayor called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the January 11, 2024 was made by Council Member Williams, with a second by Council Member Story. Motion passed. There was no one signed in to speak concerning the agenda. City Administrator praised the City Department Managers as well as all personnel concerning the way everyone pulled together to get the job done during the biggest snow storm in Lawrenceburg in many years. Codes Manager, Chris Bryant, updated the Council on the projects happening in the Codes or Planning and Development Department. The PUBLIC HEARING ON ORDINANCE 1386 opened with Mike Howard the new CEO of the local hospital asked what was going to be built on the property and the response is we do not have any plans be presented to the Planning Commission concerning this property. He is concerned about Maury Regional and what they propose to build and how they have effectively cause other counties to lose their hospitals by building certain facilities. With no one else wishing to address the Council on Ordinance 1386, the Public Hearing Closed ORDINANCE(S) ORDINANCE NO. 1386 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading Motion to approve on second reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously ORDINANCE NUMBER 1388 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND ORDINANCE 955, 991, 1063, AND 1141 AND AMENDING TITLE 12, CHAPTER 5, INTERNATIONAL ENERGY CONSERVATION CODE, SECTION 12-501 OF THE MUNICIPAL CODE- Second Reading Motion to approve on second reading was made by Council Member Story, with a second by Council Member Williams. Motion passed unanimously ORDINANCE NUMBER 1389 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND ORDINANCE 955, 991, 1063 AND 1141, AND SECTION 1 OF ORDINANCE 1310 AND AMENDING TITLE 12, CHAPTER 9, INTERNATIONAL RESIDENTIAL CODE, SECTION 12-902 OF THE MUNICIPAL CODE Second Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously ORDINANCE NUMBER 1390 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND TRAFFIC FLOWS ON ELLINGSON STREET AS IT INTERSECTS HIGHWAY 43- Second Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT TO SELL REAL PROPERTY LOCATED ON WATERLOO STREET AND MAHR AVENUE TO GOBBLE ENTERPRISES, LLC Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY FOR THE FY 2023 ASSISTANCE TO FIREFIGHTERS GRANT (AFG) TO PURCHASE FIREFIGHTING EQUIPMENT. Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY FOR AN ASSISTANCE TO FIREFIGHTERS REGIONAL GRANT (AFG) TO PURCHASE RADIO EQUIPMENT AND ENTER INTO A CONTRACT FOR VICKERS CONSULTING SERVICES INC., TO WRITE SAID GRANT Motion to approve was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE CLOSING OF TWO ACCOUNTS WITH TRUIST BANK AND OPEN THE SAME TWO ACCOUNTS IN FIRST FARMERS WITH CURRENT AUTHORIZED SIGNATORIES Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE BID WITH UNISTAR-SPARCO IN THE AMOUNT OF ($161,549.50) ONE HUNDRED SIXTY ONE THOUSAND FIVE HUNDRED AND FORTY NINE DOLLARS AND FIFTY CENTS FOR THE PURCHASE OF 35 FULLY SET UP CAMERAS LESS INSTALLATION Motion to approve was made by Council Member Story, with a second by Council Member Moore. Motion passed unanimously A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY FOR THE FY 2023 ASSISTANCE TO FIREFIGHTERS GRANT (AFG) TO PURCHASE RESCUE EQUIPMENT. Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously With no other business to come before the board a motion was made by Council Member Story to adjourn with a second by Council Member Moore. A PUBLIC HEARING will be held on January 25, 2024 before the Board of Mayor and Council at 9:00 AM in the Council Room located at 25 Public Square concerning Ordinance 1368, to zone property located on the east side of U.S. Highway 43 or State route 6 be zoned from R-1 (Large Lot Residential District) to C-2 (Highway Services District); belonging to Wayne and Deborah Booth. All interested parties are invited to attend.
