COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG October 24, 2024 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Mayor Lay, Council Member Story, and Council Member Sevier. Council Member Moore was absent. With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the October 10, 2024 minutes was made by Council Member Williams with a second by Council Member Sevier. Motion passed. There was no one signed in to speak concerning the agenda. Cozette Wallace, was introduced to the Council as the Director of the Crockett Theater. Three new employees in the Police Department were introduced; Kevin Cox, Aaron Jones and Stanton McNeal. Planning and Development Department gave a presentation on the proposed housing developments for Lawrenceburg City Attorney Betz presented the business to the Council. PUBLIC HEARING ON ORDINANCE 1415 was opened, with no one wishing to address the Council on the Ordinance the Public Hearing closed. ORDINANCES ORDINANCE NO. 1415 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” BE IT ORDAINED BY THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, A MUNICIPAL CORPORATION UNDER THE LAWS OF THE STATE OF TENNESSEE: - Second Reading SECTION I: Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Brock Berryhill and Josh Allen located on the south side of Robins Street be rezoned from R-2 (Low-Density Residential District) to R-4 (High-Density Residential District). Motion to approve on second reading was made by Council Member Story, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1417 AN ORDINANCE TO AMEND ORDINANCE NO.1404 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2024-2025 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND – Second Reading Motion to approve on second reading was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1418 AN ORDINANCE TO AMEND ORDINANCE NO.1404 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2024-2025 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE SANITATION DEPARTMENT – Second Reading Motion to approve on second reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1419 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” BE IT ORDAINED BY THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, A MUNICIPAL CORPORATION UNDER THE LAWS OF THE STATE OF TENNESSEE: First Reading SECTION I: Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Steve Kilburn located on the south side of East Gaines Street and on the north side of O’Henry Drive to be rezoned from C-3 (General Commercial District) to R-2 (Low-Density Residential District). Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1420 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” BE IT ORDAINED BY THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, A MUNICIPAL CORPORATION UNDER THE LAWS OF THE STATE OF TENNESSEE: First Reading SECTION I: Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Steve Kilburn located on the north side of Johnson Street and south side of Tipton Street from be rezoned from R-3 (Medium-Density Residential District) to R-4 (High-Density Residential District). Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1421 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” BE IT ORDAINED BY THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, A MUNICIPAL CORPORATION UNDER THE LAWS OF THE STATE OF TENNESSEE: First Reading SECTION I: Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Steve Kilburn located on the south side of East Gaines and on the north side of O’Henry Drive be rezoned from R-2 (Low-Density Residential District) to C-3 (General Commercial District) Motion to approve on second reading was made by Council Member Sevier, with a second by Council Member Story. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE POLICE DEPARTMENT 50/50 GRANT WITH THE DEPARTMENT OF JUSTICE TO PURCHASE BULLET PROOF VEST FOR POLICE OFFICERS Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION FOR THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH LAWRENCE COUNTY, TENNESSEE AND THE LAWRENCEBURG/LAWRENCE COUNTY AIRPORT BOARD TO BUILD A HANGAR FOR ECONOMIC DEVELOPMENT EFFORTS Page 2 of 3 Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO SUPPORT OPERATION GREEN LIGHT FOR VETERANS Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE QUOTE AND ENTER INTO A CONTRACT WITH QUALITY BUILDING SUPPLY TO CONSTRUCT THE PAVILION AT VETERANS PARK Motion to approve on second reading was made by Council Member Story, with a second by Council Member Sevier. Motion passed unanimously. With no other business to come before the Board a motion was made by Council Member Story to adjourn with a second by Council Member Sevier.
