COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
February 13, 2025
The Board of Mayor and Council met in regular session.
The following members were present: Council Member Williams, Mayor Lay, Council Member
Watson, Council Member Sevier and Council Member Moore.
With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer
and the Pledge of Allegiance.
Motion to approve the January 9, 2025 minutes was made by Council Member Williams with a
second by Council Member Sevier. Motion passed.
There was no one signed in to speak concerning the agenda.
Mike West was not present to receive his 20 year Retirement Award. Mayor Lay and the
Council spoke on the recent demise of Mr. Billy Ray Helton and his influence on the political
scene as well as the people of this community.
Scott Stewart with Main Street Media informed the Council of the purchase of the Democrat
Union paper. The paper will be called the Advocate and the Democrat Union.
Mayor announced the closing of City Offices on February 17, 2025 in observance of President’s
Day.
LUS Financials for January 2025 were accepted.
City Administrator announced that after 5 years the pavilion at Veteran’s Park is being
constructed. Upon completion we will have a ribbon cutting with the Veterans; and the lights on
top of the grandstands at Rotary Park have been updated to L E D lighting offering better
visibility for the area.
The Planning and Development Department gave an update on happenings in their department
concerning businesses, industries and community clean up.
City Attorney Betz presented the business to the Council.

AN ORDINANCE TO AMEND ORDINANCE NO.1404 ENTITLED BUDGET
APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2024-2025
FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL
FUND – First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Darryl Watson. Motion passed unanimously.
RESOLUTION(S)
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO APPOINT BROCK BERRYHILL TO THE BOARD
OF ZONING APPEALS TO COMPLETE THE TERM OF GAYLA GLASS
Motion to approve was made by Council Member Williams, with a second by Council Member
Moore. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE POLICE
DEPARTMENT AS SURPLUS TO BE DISPOSED OF IN ACCORDANCE WITH THE CITY
OF LAWRENCEBURG PURCHASING POLICY
Motion to approve was made by Council Member Sevier, with a second by Council Member
Moore. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY
OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO APPLY FOR A STATE OF TENNESSEE RESCUE SQUAD 2025
GRANT FOR (Stabilization Equipment).
Motion to approve was made by Council Member Williams, with a second by Council Member
Watson. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH IMPACT
PYRO FOR FIREWORKS DISPLAY
Motion to approve was made by Council Member Williams, with a second by Council Member
Moore. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH
CUNNINGHAM RECREATION FOR THE RENOVATION OF THE PLAYGROUND
AT RICHARDSON PARK
Motion to approve was made by Council Member Sevier, with a second by Council Member
Moore. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO APPLY FOR THE U.S. DEPARTMENT OF THE INTERIOR’S (DOI)
SLIP-ON-TANKER GRANT PROGRAM.
Motion to approve was made by Council Member Moore, with a second by Council Member
Sevier. Motion passed unanimously.
With no other business to come before the Board a motion was made by Council Member Moore
to adjourn with a second by Council Member Watson. Motion passed.
