COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG JULY 24, 2025 The Board of Mayor and Council met in regular session. The following members were present: Council Member Watson, Mayor Lay, and Council Member Sevier. Council Members Williams and Moore were absent. With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the July 10, 2025 minutes was made by Council Member Watson with a second by Council Member Sevier. Motion passed. No one signed to address comments on the agenda. Cal Ripken 10 Year Old All Stars were recognized for their exceptional season. They received rings and a certificate. City Administrator, Dick McKinley advised the Council that on August 9th at 9 AM the Children’s Museum will hold a parade around the square; and August 4th is the first day of school in Lawrence County. Parks and Recreation Director, Pam Hyde updated the Council on things happening in her department. The Vaughan Festival is underway with sell-out crowds. She is considering an evening swim for the pool after school starts to see how that goes and would be something we may want to continue. City Attorney Betz presented the business to the Council. PUBLIC HEARING ON ORDINANCE 1436 was opened and with no one wishing to address the Council; the Public Hearing closed. ORDINANCE(S) ORDINANCE NO. 1435 -AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” TO AMEND THE ZONING ORDINANCE ARTICLE VII – ADMINISTRATION AND ENFORCEMENT SECTION 7.090 - AMENDMENTS TO THE ORDINANCE AND SECTION 7.091 FEE AND ADD A NEW SECTION 7.092 AND AMEND SECTION 7.100 – PENALTIES – Second Reading Motion to approve on second reading was made by Council Member Watson, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1436 - AN ORDINANCE TO AMEND ORDINANCE NO. 789 ENTITLED THE "ZONING ORDINANCE" OF THE CITY OF LAWRENCEBURG, THE LAWRENCEBURG MUNICIPAL CODE, TITLE 14, CHAPTER 2, 14-201 LAND USE TO BE GOVERNED BY ZONING ORDINANCE PUBLISHED AS APPENDIX 1, VOLUME II OF THE LAWRENCEBURG MUNICIPAL CODE; ARTICLE VII. ADMINISTRATION AND ENFORCEMENT SECTION 7.070 (C) FEES [ORDINANCE 778]; ARTICLE VII, SECTION 7.030 (C) FEES [ORDINANCE 913]; ARTICLE VII SECTION 7.070 VARIANCE, (C) FEES [ORDINANCE 1103]; ORDINANCE 1172 FEES]; AND TO ESTABLISH A SCHEDULE OF FEES FOR PLANNING, ZONING AND PERMITTING Second Reading Motion to approve on second reading was made by Council Member Watson, with a second by Council Member Sevier. ORDINANCE NO. 1437 - AN ORDINANCE FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND MUNICIPAL CODE TITLE 17, CHAPTER 1, ENTITLED "REFUSE AND TRASH DISPOSAL – CHAPTER 1, SECTION 17- 103 GARBAGE CONTAINERS (2) (a) POLICY FOR DUMPSTER COLLECTION SYSTEM Second Reading Motion to approve on second reading was made by Council Member Watson, with a second by Council Member Sevier. Motion passed unanimously. SITE PLANS REQUIRED FOR ALL OTHER BUILDINGS AND ACTIVITIES (a) GENERAL LOCATION SKETCH MAP AT SCALE NOT SMALLER THAN 1”=2,000’; ADDING NUMBER (5) AND (b) SITE PLAN DRAWN AT A SCALE NO SMALLER THAN 1”=100’ ADDING NUMBER (17) - First Reading Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Watson. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE MAYOR BLAKE LAY TO SIGN A DEED TO COMPLETE THE SALE OF PROPERTY APPROVE BY THE LAWRENCEBURG UTILITY SYSTEM (LUS) BOARD TO DOSS BROTHERS Motion to approve was made by Council Member Sevier, with a second by Council Member Watson. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH DIEBOLD NIXDORF, INCORPORATED FOR THE INSTALLATION OF A PNEUMATIC TUBE SYSTEM WITH CAMERAS IN THE AREA OF THE DRIVE-THROUGH USED BY LUS IN THE PREVIOUSLY OCCUPIED SPACE USED FOR THE ATM MACHINE Motion to approve was made by Council Member Watson, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE POLICE DEPARTMENT AS SURPLUS TO BE DISPOSED OF IN ACCORDANCE WITH THE CITY OF LAWRENCEBURG PURCHASING POLICY Motion to approve was made by Council Member Sevier, with a second by Council Member Watson. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Watson, with a second by Council Member Sevier. A PUBLIC HEARING will be held on July 24, 2025 before the Board of Mayor and Council at 9:00 AM in the Council Room located at 25 Public Square concerning Ordinance 1435, AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” TO AMEND THE ZONING ORDINANCE ARTICLE VII – ADMINISTRATION AND ENFORCEMENT SECTION 7.090 - AMENDMENTS TO THE ORDINANCE AND SECTION 7.091 FEE AND ADD A NEW SECTION 7.092 AND AMEND SECTION 7.100 - PENALTIES - Notice by Signage The Planning Commission shall not consider, and no action shall be taken on an amendment to this ordinance until public notice has been provided by the posting of sign(s) pursuant to the provisions of this section. 1. General Requirements Upon receipt of the application and fee, the City Planning & Development Department shall post signs on properties for which a Zoning Amendment has been requested. Such signs shall be posted at least seven days prior to the Planning Commission meeting in which the amendment is to be considered. The posting of the signs shall be as follows: A. Number One sign shall be posted for each five hundred feet of road frontage, minimum. B. Location Signs shall be located facing and within twenty-five feet of all public rights-of-way on which the property fronts. C. Wording The signs shall contain wording provided by the City Planning & Development department which shall be sufficient to convey the information that a zoning action is proposed for the subject property along with the date, time, and location of the meeting at which the requested action is to be considered. D. Duration Signs shall remain in-place and clearly visible on the subject property until one calendar day after the approval by the City Council. Fee Fees to defray the administrative and printing costs for the sign(s) shall be included in the Zoning Schedule of Fees as approved by the Board of Mayor and Council. The fee may be waived for any agency of government. All interested parties are invited to attend.
