CITY COUNCIL REGULAR MEETING MINUTES Wednesday, December 11, 2019 Council Assembly Room 7:00 PM 70 S. Clayton St, GA 30046 Call to Order Mayor Johnson called the meeting to order. PRESENT Mayor Judy Johnson Council Member Victoria Jones Council Member Keith Roche Council Member David Still Council Member Bob Clark Prayer Adam Hilderbrandt led the group in prayer. Pledge of Allegiance Mayor Johnson led the group in the Pledge of Allegiance. Agenda Additions / Deletions Table item #22 (Heritage Trail Medallion Committee Recommendations), so that they may review some issues, and place it on the January 27th Regular Meeting. Item #20 (RZC2019-00010 & SUP2019-00022; The Residential Group c/o Mahaffey Pickens Tucker, LLP- Shane Lanham; Buford Drive (SR 20) at University Parkway (SR 316) Pending Annexation), is tabled to the January 8th Work Session. Item #21 (SUP2019-00020; 323 East Crogan; Bryan Mathews), the applicant has asked for it to be withdrawn. Item #28 (2020 Board Appointments) is tabled to Executive Session after this meeting. November 25, 2019 Special Call Meeting Recognitions 9. Aurora Theatre Mayor Johnson recognized the Aurora Theatre for the Suzi Awards. Ann Carol Pence and Anthony Rodriguez were present for this recognition. Announcements Hilton Tapestry Hotel groundbreaking on December 12th, the Christmas parade and the upcoming swearing in for the Mayor and Council. The Mayor announced the new meeting schedule for 2020. David Still announced that the Mayor has been awarded the Citizen Award. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. Purchase of Extended Warranties for 90 Body Worn Cameras and Budget Amendment 211-12- 11-2019 14. 241-301 Hanarry Dr. (North) Storm System Drain Replacement Project 15. 1021 Henry Terrace Storm Drain Replacement Project 16. Pike & Crogan Street Sidewalk Addition Project 17. Clayton Street Sidewalk Addition Project 18. Hotel/Motel Tax Litigation Extension Public Hearing Old Business Discussion will be limited to 7 minutes per side including rebuttal. Ordinance Amendment for Temporary Electric Service Rates Rick Baldwin delivered the presentation. In the public meeting, after executive session, the Council voted on the 2020 Board Appointments for the Architectural Review Board, Board of Appeals, Building Authority, Development Authority, Downtown Development Authority, Hooper Renwick Legacy Preservation Committee, Lawrenceville Housing Authority, Planning Commission, as well as the Firm of Thompson, Sweeny, Kinsinger, and Pereira to serve as City Attorney’s, and to reappoint Municipal Court Judges Still and Wall. Motion to approve 2020 appointments as attached made by Mayor Johnson, Seconded by Council Member Clark. Voting Yea: Mayor Johnson, Council Member Jones, Council Member Roche, Council Member Still, Council Member Clark 29. Amendment to Chapter 4 to allow Wholesale Liquor Warehousing Lee Thompson delivered the presentation.
