CITY COUNCIL REGULAR MEETING MINUTES Monday, October 24, 2022 Council Assembly Room 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Mayor Pro Tem Glenn Martin Council Member Victoria Jones Council Member Austin Thompson Council Member Marlene Taylor-Crawford Prayer Mrs. Annette Houtz provided the invocation. Pledge of Allegiance Mayor Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions City Manager Chuck Warbington stated that staff has requested that items 1, 2 and 12 all be tabled to the November 16th regular meeting and item 13 be tabled to the January 2023 work session. Motion to approve the agenda as amended made by Council Member Jones, Seconded by Council Member Thompson. Voting Yea: Mayor Still, Mayor Pro Tem Martin, Council Member Jones, Council Member Thompson, Council Member Taylor-Crawford Approval of Prior Meeting Minutes The minutes were tabled to the November 16th meeting during the agenda additions and deletions section. 1. September 26, 2022 Regular Meeting and Executive Session 2. October 12, 2022 Special Call, Executive Session, Work Session and Executive Session Announcements Council Member Marlene Taylor-Crawford began the announcements by thanking Planning & Development Director Todd Hargrave for the ride along he provided through City neighborhoods that gave her insight into what his department does. She then highlighted several events that she attended this month starting with Northside Gwinnett Hospital for their 7 th Annual Paint Gwinnett Pink 5K Run/Walk. Also, the Bilingual Housing Expo sponsored by the Lawrenceville Housing Authority. Gwinnett County hosted the Hispanic Latino Heritage Month Celebration. The City also hosted a Latino Festival on the Lawrenceville awn. She also attended the Latin Acts youth Forum. Also trainings on Diversity, Equity and Inclusion. She also reminded everyone to go out and vote. Council Member Victoria Jones recognized October as breast cancer awareness month and to recognize those survivors and their loved ones. Council Member Glenn Martin echoed the recognition of the breast cancer survivors and those fighting to survive. He reminded everyone to check the event calendar and participate I the City events because they are a lot of fun. Council Member Austin Thompson reminded the small businesses inside the City limits but outside the downtown that we are still working to find ways alternative ways to promote their businesses. Mayor Still thanked everyone that attended the Cultural Festival Latino on the Lawrenceville Lawn this month. He attended a meeting with the Lawrenceville Legacy Leaders which was very good, and these are the leaders of tomorrow. The 8th Annual Link Lawrenceville Bike Ride from Georgia Gwinnett College campus to the Bicentennial Plaza have lunch and ride back. He also noted that Georgia Gwinnett College hosted its annual Grizzley Fest this past Saturday. He then read from the slides for upcoming events. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. No one signed up for Public Comment. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. Demolition of Central Park Apartments Project 9. Intergovernmental Agreement for the Improvement, Operation, Maintenance, and Repair of Seminary Street 10. Approval of a Resolution Authorizing a retention of service weapon and retired badge section for Police Public Hearing New Business Discussion will be limited to 7 minutes per side including rebuttal. Discussions on Zoning issues will be limited to 10 minutes per side including rebuttal. Questions and answers from Council Members will not infringe on the time limit. 11. VAR2022-00077; Appeal to BOA Decision; Laura Lockhart; 751 Leila Lane Planning and Development Director Todd Hargrave presented this item and answered questions from Council. The applicant was not present. Mayor Still opened the public hearing and no one came forward to speak for the item but Mr. Keith Roche came forward to speak against this item. Mrs. Stephanie Hendrickson HOA president for Cramac Plantation Subdivision came forward to speak against the item. Ms. Jacqueline Funches came forward to speak against the item. Ms. Dawn Brown also came forward to speak against this item as well. No one else came forward and the public hearing was closed. Motion made by Mayor Still to allow 4 vehicles on the property excluding the garage, Seconded by Council Member Jones. RZM2022-00013 & SUP2022-00075; GTD Partners, LLC c/o Andersen Tate & Carr; 800 Block Grayson Highway This item was tabled to the November 16th meeting during the agenda additions and deletions section. 13. RZR2022-00011; Fairlane Capital LLC; 448 Grayson Highway This item was tabled to the January 2023 meeting during the agenda additions and deletions section. 14. RZR2022-00012; Refika Krkalic; 457 Northdale Road Planning and Development Director Todd Hargrave presented this item and answered questions from Council. Ms. Refika Krkalic, the applicant, came forward to provide information and answer questions on this item. Mayor Still opened the public hearing and no one came forward to speak against the item but Ms. Shelia Huff came forward to speak of her concern for the item but noted that she was not against the item. Mayor Still closed the public hearing and asked for direction from Council. Motion to approve RZR2022-00012 with amended conditions provided today by email made by Mayor Pro Tem Martin, Seconded by Council Member Jones. Street Scape Project - 92 South Clayton Street @ Nash Street City Engineer Jim Wright presented this item and answered questions from Council. Consideration of Resolution for Department of Justice Grant 15PBJA-22-GG-03037-MENT for $500,000 and budget Amendment 355-10-24-22 for $500,000 Officer Baird presented this item and answered questions from Council. Single-family detached dwelling units, accessory uses, and structures. B. The minimum heated floor area per dwelling unit shall be 2,000 square feet for one-story homes and 2,200 square feet for two-story homes. C. The façade, rear and side elevations of the single-family detached residential unit shall be designed and constructed consisting of four (4) sides of masonry, which could be brick, stone, or a combination of brick and stone (with accents of fiber cement siding). The final design shall be subject to the review and approval of the Director of the Planning and Development Department. D. The single-family detached dwelling unit shall have a double-car garage with carriage-style garage doors. The single-family detached dwelling unit shall consist of two (2) car garages, with a driveway measuring eighteen (18) feet in width (20) feet in depth, providing sufficient space for two (2) passenger vehicles. The final design shall be subject to the review and approval of the Director of the Planning and Development Department. F. The single-family detached dwelling unit shall be a maximum height of thirty-five (35) feet in height, as measured from the lowest elevation of the finished floor. The final design shall be subject to the review and approval of the Director of the Planning and Development Department G. The Front Yard Area shall be adjacent to the College Corridor. The Front Yard Area shall have a Building Setback of thirty-five (35) feet as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” H. The façade of the single-family detached dwelling unit shall face or be adjacent to the College Corridor as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” I. The Rear Yard Area shall be adjacent to Northdale Road. The Rear Yard Area shall have a Building Setback of forty (40) feet as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” J. The rear elevation of the single-family detached dwelling unit shall face or be adjacent to Northdale Road as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” K. The Side Yard Area shall have a Building Setback of ten (10) feet as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” L. Vehicular access to the subject property shall be provided by an existing curb cut as shown on the attached “Boundary Survey for Refika Krkalic, prepared by Keystone Land Surveying, dated July 27, 2022.” ORDINANCE NO: ZON-ORD-2022-19 CASE NO: RZR2022-00012 M. Land Surveying lines adjacent to the College Corridor as shown on the attached “Boundary Survey for Refika Krdzalic, prepared by Keystone Land Surveying, dated July 27, 2022” shall be removed. The installation of new fencing materials shall be subject to the review and approval of the Director of the Planning and Development Department. 2. To satisfy the following site development considerations: A. Detached Single-Family dwellings shall be designed and constructed in conformity with Zoning Ordinance, Article 6 Architectural and Design Standards, Section 601 Residential Minimum Architectural and Design Standards, and International Residential Code (IRC).
