CITY COUNCIL REGULAR MEETING MINUTES Wednesday, March 29, 2023 Council Assembly Room 7:00 PM 70 S. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions City Manager Chuck Warbington requested item #13 VAR2022-00091 be tabled to July 31 and item #14 Election Blueprint be tabled to April 26. Legacy Leaders Mayor Still introduced Jasmine Billings who recognized each of the students who participated in the Legacy Leaders program. March 15, 2023 Work Session and Executive Session Proclamations 5. Mike Levengood Mayor Still recognized and presented Mr. J. Michael Levengood with a Proclamation on behalf of the City. Announcements Mayor Still recognized each Council Member who individually made announcements about events and recognitions throughout the community. He then read from the slides for upcoming City events. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. No one signed up for public comment. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. Seminary Street Improvements Project  10. 2023 Municipal Election Intergovernmental Agreement with Gwinnett County for use of election equipment / Acuerdo intergubernamental para las elecciones municipales de 2023 con el condado de Gwinnett para el uso de equipos electorales Public Hearing New Business Discussion will be limited to 7 minutes per side including rebuttal. RZC2022-00045; Alessandro Salvo; 530 Lyle Circle Planning and Development Director Todd Hargrave stated that the applicant asked for the item to be withdrawn without prejudice. RZR2023-00018; Colonnade Enterprises, Inc.; 255 West Pike Street Planning and Development Director Todd Hargrave presented this item and answered questions from Council. City Manager Chuck Warbington provided some additional information addressing the archeology concerns of this property. The applicant, Rob Myers, was present to address the Council and answer any questions. The Mayor opened the public hearing and Ms. Tracy Britt came forward to speak against the development. Hearing and seeing no one else come forward to speak the public hearing was closed. Motion to approve with the planning commission recommendation removing 2a made by Council Member Martin, Seconded by Council Member Jones. Motion to name the extension Grizzly Parkway made by Council Member Martin, Seconded by Council Member Jones. Summary: DDA is aware that City Council is considering an expansion of the DDA boundary to help spur economic development in certain areas of the City. DDA supports the expansion of the DDA boundary as proposed in the attachment. AGENDA REPORT MEETING: REGULAR MEETING, MARCH 29, 2023 AGENDA CATEGORY: COUNCIL BUSINESS NEW BUSINESS Item: Diversity, Equity, Inclusion and Belonging Resolution of Intent Department: Community Relations Date of Meeting: Wednesday, March 29, 2023 Fiscal Impact: $0 Presented By: Jasmine Billings, Community Development Manager Action Requested: Approve the Diversity, Equity, Inclusion and Belonging Resolution of Intent Summary: The Georgia Municipal Association will be launching their Diversity, Equity, Inclusion and Belonging Certification Program. In order to gain access to the portal to apply for this certification, the Mayor and Council will need to pass a Resolution of Intent to seek Diversity, Equity, Inclusion and Belonging. Once this Resolution of Intent is passed, the City of Lawrenceville will be granted access to the Georgia Municipal Association’s portal to begin the application process.
