CITY COUNCIL WORK SESSION MINUTES Wednesday, October 16, 2019 Council Assembly Room 5:00 PM 70 S. Pledge of Allegiance Mayor Johnson led the group in the Pledge of Allegiance. Discussion of General City Business 1. Demographics Presentation Chuck Warbington delivered the presentation as well as Mike Carnathan, Manager of the Research & Analytics Division at the Atlanta Regional. A copy of the presentation can be found in the agenda packet. 2. RZR2019-00003 & SUP2019-00019; 138 Paper Mill Road; Shane Lanham Applicant requested this to be tabled to the November 13th Regular Meeting 3. RZC2019-00009; Sam Sims; 330 Buford Drive Presentation delivered by Todd Hargrave. Kim Watkins, the daughter of the owner of the property, Sam Sims provided discussion and concerns. Their concerns are regarding the gravel parking lot and the landscape strip in front of Buford Drive. Vote will be held at the November 13th Regular Meeting. 4. SUP2019-00020; 323 East Crogan; Bryan Mathews Tabled to the November 13th Regular Meeting. Presented by Todd Hargrave. Brian Matthews provided discussion and comments. 5. Introduction to the 2019 Zoning Ordinance Final Draft Special Call Meeting to discuss the proposed changes will be held on November 6th at 9am. Todd Hargrave and Helen Appenzeller delivered the presentation. 6. Discussion about Commercial Vehicles Further discussion to come. Todd Hargrave delivered the presentation. 7. Discussion of Regulations regarding Vape Shops, E-Scooter, and Short Term Rental Todd Hargrave delivered the presentation and answered the Council's questions. Frank Hartley recommends an RFP for the E-Scooter process. 8. Gas Department Rebate Program Todd Hardigree presented this item and it will be on the November 13th Council meeting for an official vote. 9.
