CITY COUNCIL WORK SESSION MINUTES Wednesday, April 14, 2021 Council Assembly Room 5:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Glenn Martin Mayor Pro Tem Victoria Jones Council Member Bob Clark Council Member Keith Roche Bicentennial Fact Mayor David still quoted a Bicentennial Fact from Mary Long’s book About Lawrenceville. Mayor Still read, “In 1826 there were three churches in Lawrenceville; The Methodist, the Baptist and Presbyterian. The church connected with Fairview Presbyterian Church was established in Lawrenceville in 1823. William Justice Parks was a circuit rider for the Methodist Church and he preached his first sermon in Lawrenceville in 1823 at the log house that was being used as the County Courthouse. The Methodist Church in 1826 was a small wooden building at the intersection of Crogan and East Pike Street. The historic cemetery was originally the church cemetery of the Methodist Church. Prayer Mayor Still led the group in prayer. Pledge of Allegiance Mayor Still led the group in the Pledge of Alligiance. Agenda Additions / Deletions Item #5 was tabled to the April 26th Regular Meeting. Motion to approve the agenda as amended made by Mayor Pro Tem Jones, Seconded by Council Member Roche. Voting Yea: Mayor Still, Council Member Martin, Mayor Pro Tem Jones, Council Member Clark, Council Member Roche Discussion of General City Business 1. Purchase of Natural Gas Materials on a Six-Month Contract Consent item #1 2. Purchase of Police Uniforms on an Annual Contract Consent item #2 3. Northside Hospital at Gwinnett Medical Center - City of Lawrenceville Purchase and Sale Agreement for Slip Lane Project City Manager Chuck Warbington delivered the presentation. This item will be placed on the April 26th Regular Meeting. 4. Stormwater Authority and Stormwater Utility Ordinance Revisions City Manager Warbington delivered the presentation. This item will be placed on the May 12th Work Session. 5. Lawrenceville Performing Arts Center (LPAC) Reconciliation and Update This item was tabled to the April 26th Regular Meeting. 6. Discussion of False Alarm Ordinance Mayor Pro Tem Victoria Jones and Council Member Keith Roche delivered the presentation. This item will be placed on the June 9th Work Session. 7. FY 2022 Proposed Budget Finance Director Keith Lee delivered the presentation. Executive Session - Personnel, Litigation, Real Estate Motion to enter Executive Session made by Council Member Clark, Seconded by Council Member Martin. Voting Yea: Mayor Still, Council Member Martin, Mayor Pro Tem Jones, Council Member Clark, Council Member Roche Motion to adjourn Executive Session made by Council Member Roche, Seconded by Mayor Pro Tem Jones.
