DOWNTOWN DEVELOPMENT AUTHORITY REGULAR MEETING MINUTES Monday, November 09, 2020 Council Assembly Room 6:30 PM 70 S. Clayton St, GA 30046 Call to Order Chairman Merritt called the meeting to order at 6:30 pm after recognizing a quorum. Approval of October 2020 Treasurer’s Report Board Member Nash (Treasurer) reviewed the October 2020 Treasurer's Report with the Board. Board Member Nash noted an error on the line dated 9/16/2020 it should read "9/16/2020 Victoria Jones GT Intro Development class" Motion to approve the October 2020 Treasurer's Report with added correction made by Board Member Higginbotham, Seconded by Board Member Jones. Voting Yea: Board Member Jones, Board Member Nash, Board Member Fellows, Board Member Higginbotham, Board Member Merritt, Board Member Johnson. 3. Approval of November 2020 Treasurer’s Report Board Member Nash (Treasurer) reviewed the November 2020 Treasurer's Report with the Board. Board Member Nash noted that the balances did not print on the Treasurer's Report.  Checking Account (664) balance is $76,890.15  Money Market Account (356) balance is $399,504.82  Hotel Escrow Account (2342) balance is $428.58 Motion to approve the November 2020 Treasurer's Report with added balances made by Board Member Jones, Seconded by Board Member Fellows. Voting Yea: Board Member Jones, Board Member Nash, Board Member Fellows, Board Member Higginbotham, Board Member Merritt, Board Member Johnson.  4. Property Taxes for Downtown Development Authority Owned Properties Board Member Nash sent the tax paperwork to Keith Lee, Finance Department Director. Chairman Merritt noted that stormwater fees will be given to and paid by the City, Born Street and 51 South Clayton Street were purchased in 2020 so the DDA will owe some taxes on them, and 512 West Crogan Street property is being worked on with a DDA Attorney, to account for the increase in taxes over the amount used for calculating the proration at closing. Mainstreet Business Jasmine Billings noted that there is no Mainstreet business, but she updated the Board on upcoming events in the City. Saturday, December 12th is the Merry Little Christmas Experience and Fireworks Show. "Christmas Classics" drive-in movie at the Lawrenceville Lawn, see Santa at Bicentennial Plaza, holiday ice sculpture, live Christmas music, and holiday shopping on the square, followed by "Drive-In Fireworks Show". Other Business Chairman Merritt congratulated the Board and the City on the Metro Atlanta Redevelopment Summit (MARS) Award received for the Lawrenceville South Lawn Development. Board Member Nash mentioned that she visited the automated bed and breakfast in Monroe, Georgia and she highly recommends it. Citizen Comments No Citizen Comments Executive Session - Real Estate Motion to move into Executive Session made by Board Member Merritt, Seconded by Board Member Nash. Voting Yea: Board Member Jones, Board Member Nash, Board Member Fellows, Board Member Higginbotham, Board Member Merritt, Board Member Johnson. Motion to move out of Executive Session made by Board Member Nash, Seconded by Board Member Higginbotham. Report of items discussed in Executive Session: 10 real estate items discussed: 9 votes taken  Approved an amendment to the City View agreement to split the cost for funding for the water pump for the commercial building at the front of the development and to fund marketing the project.  Approved a contract to sell 51 South Clayton Street for $400,000.  Approved a contract to sell 189 Born Street for $230,000.  Approved the purchase of 816 North Clayton Street for $350,000.  Did not approve the sale of Pike Street property in front of Public Works.
