Clayton St, GA 30046 Call to Order Chairman Merritt called the meeting to order at 6:32 pm after recognizing a quorum. Approval of Prior Meeting Minutes-Executive Session on January 11, 2021 Motion to approve the minutes for the Downtown Development Authority Executive Session Meeting on January 11, 2021 made by Board Member Higginbotham, Seconded by Board Member Fellows. Approval of Prior Meeting Minutes-Regular Meeting on February 8, 2021 Motion to approve the minutes for the Downtown Development Authority Regular Meeting on February 8, 2021 with the removal of Katrina Fellows from the roll since she was not present made by Board Member Merritt, Seconded by Board Member Jones. Approval of Prior Meeting Minutes-Executive Session on February 8, 2021 Motion made to approve the minutes for the Downtown Development Authority Executive Session Meeting on February 8, 2021 made by Board Member Merritt, Seconded by Board Member Jones. Approval of March 2021 Treasurer’s Report Motion to table the March 2021 Treasurer's Report made by Board Member Merritt, Seconded by Board Member Jones. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Fellows, Board Member Higginbotham, Board Member Merritt. 6. Election of Treasurer Motion to nominate Board Member Katrina Fellows to be the Downtown Development Authority Treasurer made by Board Member Merritt, Seconded by Board Member Higginbotham. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Fellows, Board Member Higginbotham, Board Member Merritt. 7. 660 Buford Drive – Asbestos Survey Barry Mock reviewed the quotes for the asbestos survey for 660 Buford Drive. Quotes were received from Dickinson Property Sciences and Wrecking Corp. of America. The lowest priced quote was from Dickinson Property Sciences. Motion to have Dickinson Property Sciences to complete the asbestos survey for 660 Buford Drive made by Board Member Jones, Seconded by Board Member Johnson. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Fellows, Board Member Higginbotham, Board Member Merritt. 8. 660 Buford Drive Demolition Barry Mock reviewed the quotes for the demolition for 660 Buford Drive. Quotes were received from Complete Demolition Services, LLC, Smith & Co, Inc., and Wrecking Corp. of America. The lowest priced quote was from Smith & Co., Inc. Motion to have Smith & Co., Inc. to complete the demolition for 660 Buford Drive made by Board Member Fellows, Seconded by Board Member Higginbotham. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Fellows, Board Member Higginbotham, Board Member Merritt. 9. Georgia Gwinnett College Tract 4 Update Chairman Merritt updated the Board on one of the parcels at Georgia Gwinnett College. The closing was last week. The money is in the DDA account which will be forwarded to the City of Lawrenceville. This parcel was land banked by the DDA and the City of Lawrenceville for the college. The property was purchased for $1,249,124.00. Mainstreet Business Jasmine Billings updated the DDA Board on Mainstreet items. Jasmine mentioned to the Board that she will be bringing details to the Board next month for them to consider expanding the Mainstreet boundaries to possibly include Depot District and the College Corridor. This would provide more resources for businesses, grants, etc. St. Paddy's on Perry is this weekend. Increased measures for safety and health. Timed ticketing, have to register ahead of time, live music and food, and various children’s craft activities they can take home with them. It will be held from 12 pm - 8 pm. There are three different times people will be attending. Broadway on the Lawn is next week which will kick off the opening of our brand new stage for the lawn. We are working with the schools to assist with the ribbon cutting. There are 85 reserved pods for the show. Each pod holds 6 people. The pods were sold out in one minute. Other Business There were no other business items. Citizen Comments Mr. Bob Ward with Sound Associates located at 225 North Perry Street, Lawrenceville, Georgia. Mr. Ward came to answer Chairman Merritt's email regarding the construction timeline. Mr. Ward brought copies of the check to Wellborn Construction Co., screenshot of application in process with Gwinnett County Fire Marshall, and copy of agreed timeline with note where the construction currently stands. They estimate they may be done with construction by June or July. They are willing to issue another timeline once they are done with permitting because they are not sure what type of hold ups may come during that process. Executive Session - Real Estate Motion to move into Executive Session made by Board Member Jones, Seconded by Board Member Fellows.
