Clayton St, GA 30046 Call to Order Chairman Merritt called the meeting to order at 5:01 pm after recognizing a quorum. Approval of Executive Session Minutes for August 11, 2025 Motion to approve the Executive Session Minutes for the Downtown Development Authority Meeting on August 11, 2025 made by Board Member Jones, Seconded by Board Member Nash. October 2025 Downtown Development Authority Treasurer’s Report Chairman Merritt presented the October 2025 Downtown Development Authority Treasurer's Report. Motion to approve the October 2025 Downtown Development Authority Treasurer's Report made by Board Member Jones, Seconded by Board Member Young. Voting Yea: Board Member Jones, Board Member Young, Board Member Nash, Board Member Merritt Mr. Barry Mock mentioned that the Board could be reimbursed for the power bills charged to 135 South Clayton Street from the hotel budget since the electricity usage is because of the model hotel rooms being in the building. 4. DDA Training Recap or Notes of Interest Vice Chairman Victoria Jones, Board Member Jim Nash, and Paula Foil gave a recap of the Downtown Development Authority Training that was held on Tuesday, October 7, 2025.  5. Metro Atlanta Redevelopment Summit (MARS) – November 6 Chairman Merritt reminded the Board of the upcoming Metro Atlanta Redevelopment Summit (MARS) coming up on November 6. Please let Paula know if you wish to attend. 6. Officer Elections in November Chairman Lee Merritt reminded the Board that elections for the Board will be held during the November meeting. Please reach out to Lee if you wish to run for one of the positions. The Downtown Development Authority positions are: Chairman, Vice Chairman, Treasurer, and Secretary. 7. Retail Curating Update Board Member Jen Young gave the Retail Curating update. This is a Downtown Development Authority initiative supported by Mrs. Jasmine Jackson. Jasmine is not leading the initiative, but she is our point of contact with the City of Lawrenceville. We have requested monthly updates from Terra Alma. There is a meeting coming up on Thursday, November 13th at 10 am at City Hall in the GwMA Large Conference Room on the 3rd Floor. All Downtown Development Authority Members are invited to attend. Mainstreet Business Mrs. Jasmine Jackson, Mainstreet Director, gave the Mainstreet Business Update to the Board. Received the check to present to Beren's Custard regarding the Facade Grant the Board approved. She is working with the City to possibly waive City fees related to items approved by the Downtown Development Authority for Facade Grant recipients. Christkindl Market - there will be parking available at the Gwinnett Justice and Administration Center (GJAC), shuttles/tram will be provided, and we will have special Christmas lights, etc. along Constitution between GJAC and the Lawrenceville Lawn. We will have two structures at the market for local businesses to rotate using during the market. We will be meeting with the organizers every two weeks to discuss the various details leading up to the event. Explore Gwinnett is in the process of working out various details related to the World Cup, which will be June 11-July 19, 2026. The World Cup will be hosted by the United States, Canada, and Mexico at several venues over several days. Explore Gwinnett is planning on having a watch party at Coolray Field. Other Business Motion to approve the amended Intergovernmental Agreement with the City of Lawrenceville regarding 94 East Crogan Street in the amount of $2,080,000.00 with the City providing the funds and all profits going to the City made by Board Member Jones, Seconded by Board Member Young.
