FINANCIAL REVIEW CITIZEN COMMITTEE MINUTES Thursday, September 23, 2021 Third Floor Conference Room 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Robert Brown Sonny Gilreath Annette Houtz Robert Barrow Andres Rubio Ian McIntosh 1. Overview Steve North presented the meeting agenda. 2. Staff Introductions Staff introductions. Steve North (Deputy City Manager), Keith Lee (Finance Director) and Shereese Durham (Budget Manager). Discussion Items 3. Committee Member Introductions Six committee members in attendance introduced themselves to the committee. 4. City at a Glance Steve North presented "City at a Glance" information to the Committee. 5. Department Information  Steve North presented on every City department, including the services provided by each department, the number of staff, the operating budget for each and any capital projects. Committee discussed the City's inclusion of Green Energy such as electric vehicle charging stations into its strategic plans. Committee discussed the differences in AMI and AMR utility meter readers. An upgrade to the AMI system would require considerable infrastructure investments. Committee expressed concern that the population growth in the City may indicate a need for additional police officers. Committee recommended the City's Recycling trucks (currently outsourced), be branded as Recycling trucks out of concern that citizens may confuse them with trash trucks. Currently, the trucks have no marking. Committee expressed concern regarding Recycling trucks using excessive driving speeds. 6.
