HERITAGE TRAIL MEDALLION COMMISSION MINUTES Monday, August 04, 2025 Third Floor GwMA Conference Room 5:30 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 5:27 PM by Melissa Hardegree, recognizing a quorum. Approval of Agenda A motion to approve the agenda was made by Melissa Hardegree, Seconded by Committee Member Lindsey. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Abney, Committee Member Lindsey, Committee Member Robinson Approval of Prior Meeting Minutes 1. Approval of Prior Meeting Minutes Motion to approve the prior meeting minutes was made by Committee Member Brack, Seconded by Committee Member Lindsey. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Abney, Committee Member Lindsey, Committee Member Robinson General Discussion 2. Heritage Trail Medallion Commission Bylaws The members discussed the draft of bylaws for the Commission. The members discussed Article VI - Nominations and Selection Process, specifically the City Engineer pre-selecting locations. The group felt that they needed more of a say to where medallions were placed, depending on the recipient. Once the final recipients are selected, members can request the City Engineer review an alternate location for a medallion, if needed. The amount of information submitted for a nominee was also discussed. The draft bylaws indicated a minimum of two paragraphs were to be submitted however no limit on the amount of information was indicated. It was suggested that if a minimum of two paragraphs were required, most people would take that as they needed to submit two paragraphs.  Motion was made to amend Article VI, Bullet 1 to read "Each year, the City Engineer shall report available locations for new medallions to the Commission prior to the nomination period. Members can request the City Engineer review an alternate location after recipients are finalized if needed" was made by Committee Member Lindsey, Seconded by Committee Member Robinson. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Abney, Committee Member Lindsey, Committee Member Robinson 3. Discussion of Nomination Finalists and Next Steps The nomination finalists were discussed in detail. One motion will be made that includes both recipients, once they were determined. Members indicated that they would choose The Loving Aid Society as a medallion recipient, and would discuss the other finalists separately. Moses indicated that since he was President of The Loving Aid Society, he would abstain from the vote, but would provide additional information if needed. Each member provided their individual choices and reason for their choice, and shared the difficulty in choosing just two. After each member provided their choice, the group settled on Grover Herman Tanner to be the second medallion recipient. Motion to approve The Loving Aid Society and Grover Herman Tanner as the 2025 Heritage Trail Medallion recipients was made by Committee Member Brack, Seconded by Committee Member Price. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Lindsey, Committee Member Robinson Voting Abstaining: Committee Member Abney Other Business Since the Commission members have approved the 2025 Medallion recipients, there will not be a need for the Meeting on August 26th. Motion to cancel the August 26, 2025 Heritage Trail Medallion Committee meeting was made by Committee Member James, Seconded by Committee Member Brack. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Abney, Committee Member Lindsey, Committee Member Robinson Melissa advised that she and Michelle Robinson will present the Commission's approved recipients to Council at the October 8, 2025 City Council Work Session meeting at 5:00 PM. This item, if approved, should move to Consent Agenda at the October 27, 2025 Regular Council Meeting. Recipients will be invited to the October 27th meeting. The members previously requested that the meeting times be moved to 4:30-5:30 PM. Meeting dates will be presented at the first meeting in 2026 for approval. Motion to move the start time of the Heritage Trail Medallion Commission to 4:30 PM was made by Committee Member Price, Seconded by Committee Member Robinson. Voting Yea: Committee Member Brack, Committee Member James, Committee Member Price, Committee Member Abney, Committee Member Lindsey, Committee Member Robinson Citizen Comments Citizen Comments will be limited to two (2) minutes per person. Heritage Trail Commission members will not respond to comments. There were no citizen comments. Final Adjournment Motion to adjourn was made by Committee Member Brack, Seconded by Committee Member Robinson.
