Tuesday, October 20, 2020 Virtual Meeting
6:00 PM
Call to Order
Chairman Bailey called the meeting to order at 6:00 pm after recognizing a quorum.
Committee Member Pastor Dunnigan led the Committee in a prayer.

Also in attendance were: Mayor David Still, Council Member Glenn Martin, City
Manager Chuck Warbington and Paula Foil.
Chairman Bailey told the Committee that Ms. Rubye Neal had requested to be
removed from the meeting agenda.
Motion to remove Ms. Rubye Neal’s Address to the Committee from the agenda made
by Committee Member Dunnigan, Seconded by Committee Member Moore.

Approval of Prior Meeting Minutes
1. Approval of Previous Meeting Minutes – February 18, 2020
Motion to approve the February 18, 2020 minutes made by Committee Member Johnson,
Seconded by Committee Member Brown.

New Business
2. Update Regarding Meetings with Gwinnett County Regarding Partnership
Chuck Warbington updated the Committee on the meeting held on September 23, 2020 with
Gwinnett County Commissioner Marlene Fosque and Angelia Parham, Director of Support
Services for Gwinnett County. Those that attended the meeting in addition to Commissioner
Fosque and Ms. Parham were: Committee Member John Maxey, Mayor David Still, Brian
Osborne (City Facilities Manager), and Chad Smith (Architect). The tour of the facility went
very smoothly and those from the County seemed to catch the vision of the Hooper Renwick
that day. The tour put the project into perspective and showed the County what needs to be
saved and they saw how the library will truly be a part of the South Lawn. Committee
Member Maxey mentioned that the County Representatives were concerned about the
ownership of the artifacts, but everyone was on board with the idea.
Chuck Warbington mentioned that Committee Member Maxey did a great job relaying the
history of the Hooper Renwick during the tour. He also mentioned that Commissioner
Fosque is working with Chairman Nash and other Commissioners in regards to this
project. Chuck said he and Mayor Still are meeting with Commissioner Fosque again on
November 4th. The project is beginning to move forward. Commissioner Fosque is meeting
with Charles Pace, Gwinnett County Public Library Director tomorrow. Chuck told the
Committee that the County has all of the necessary documents for the project (business plan,
concepts/drawings, etc.).
3. Update on Cleanup Activities at the Site by the City of Lawrenceville
The photos that were taken by Council Member Glenn Martin were shared with the
Committee members. Chairman Bailey asked if the trees in front of the Hooper Renwick
building would be salvaged. Chuck said it is his understanding that the trees will remain, but
they may need to be trimmed back.
4. Update from Committee Related to Artifacts
Committee Member Joyce Moore updated the Committee on the artifacts. She mentioned
that 14 small items are being housed at Moore Middle School. Now that the project is moving
forward it will be easier to collect items, but where do we put them? A plan for where the
collected artifacts will be stored is needed. We have a list of the items and some
commitments. Mayor David Still mentioned that the collection of the artifacts needs to be
done very carefully because we do not want items hidden away somewhere while the
building is completed. Chairman Bailey mentioned the plan to have plaques made for the
artifacts that state "Item on loan by ______" or "Item donated by _______". Chuck
mentioned the list of the current items is needed soon, but there is not a specific deadline. If
a draft of the artifacts can be sent to Chuck by November 3rd, he will be sure to share it with
Commissioner Fosque at November 4th's meeting.
Committee Member Greg Lott asked when the construction should begin. Chuck said that
2021 will be critical for the design team with input and design. Construction is expected in
2022-2023. Chuck mentioned that it takes a lot of work to move from a conceptual design to
design specifics for construction.
5. Ms. Rubye Neal Address to the Committee
This item was removed from the agenda during the addition and deletion portion before
agenda approval.
Final Adjournment
Chairman Bailey reminded the Committee that if they wish to address the Committee
or they have a topic that needs to be added to the agenda to reach out to her.
Chairman Bailey adjourned the meeting at 7:29 pm.
