HOOPER-RENWICK LEGACY PRESERVATION COMMITTEE MINUTES Tuesday, November 15, 2022 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order Chairwoman Bailey called the meeting to order at 6:04 pm. 1. Prayer – Pastor/Dr. Ronald Dunnigan, Committee Member Committee Member Dunnigan was absent from the meeting and no prayer was given. 2. Quorum/Roll Call – Ms. Joyce Moore, Co-Chair Co-Chair Moore took the roll and there was not a quorum at that moment, but quorum was reached a few minutes later when Committee Member Williams arrived. Norms – Dr. Vivian Daniel In the absence of Committee Member Daniel, Chairwoman Bailey reminded everyone to be considerate of each other during the meeting. Approval of Prior Meeting Minutes 4. Approval of Prior Meeting Minutes for October 18, 2022 Motion to approve the October 18, 2022, minutes made by Committee Member Glenn, Seconded by Vice Chair Moore. Voting Yea: Committee Member Bailey, Committee Member Brown, Committee Member Williams, Committee Member Glenn, Committee Member Moore, Committee Member Brown Taylor, Committee Member Summerour Daniel. Old Business 5. Project Status Update – Mr. Mark LeBlanc, Project Manager Mr. Mark LeBlanc, Gwinnett County, Project Manager updated the Committee on construction of the Hooper-Renwick Themed Library. He reported that the Library Groundbreaking Ceremony held on October 26, 2022, went very well.  In addition, he advised that the General Contractor will be choosing a site contractor within the next couple of weeks. The Gwinnett County Planning & Development Department is still working on obtaining the various required permits. Hopefully they will be received by next week so that work may begin by the end of the year. 6. Artifacts Update – Ms. Joyce Moore, Vice Chair Vice Chair Moore sent advised that she had emailed the most recent report on artifacts to the Committee members earlier today. She reported that to date, 222 items have been donated to the library. Chairwoman Bailey said that many people were inspired by the Artifacts Day, the Groundbreaking Ceremony, and the Library Foundation Speaker Series. Jason DiFranco, Gwinnett Library Foundation, said how much they appreciated everyone's attendance at the Speaker Series. 7. Comments by Mayor David Still Mayor David Still said the city is grateful to be working with the County and the Committee and he appreciates everyone's collaboration. He also said the Groundbreaking Ceremony was a very special time and thought it went very well. Chairwoman Bailey reminded everyone to look over the various meeting minutes and their notes to remember where we have come from during this process. She also mentioned that Commissioner Marlene Fosque sends her best regards to the Committee, and she thanks everyone for all they have done, and she wishes each of them well. Commissioner Jasper Watkins will be the new Commission representative for this project beginning in January 2023. New Business 8. Proposed 2023 Calendar Chairwoman Bailey presented the proposed 2023 Calendar for the Committee. It reflects a change in the schedule of meetings held from one per month to one per quarter. The quarterly meetings will be held on the third Tuesday of the third month in each calendar quarter, e.g., March, June, September and December of each year. Committee Member Taylor asked how Committee members should handle questions regarding the project as we move forward under the new meeting calendar.  Chairwoman Bailey said responded that they could send emails to her asking their questions and she would reply expeditiously. Or, if warranted, the inquiry will be added to the agenda of the next scheduled quarterly meeting. She also reminded the Committee that as the construction will happen in phases over several months, we shouldn’t anticipate a lot of issues. Committee Member Daniel asked what will be role of the Committee going forward. Chairwoman Bailey commented that the Committee will have a less active involvement in the project as we have already provided our input into the design and content of the displays and exhibits. Mr. Mark LeBlanc mentioned that there will be updates on the project, but the design for construction was set during 2022. Finalizing design documents should occur in the 1st quarter of 2023. It will take approximately 7-9 months to fabricate the exhibits. Motion to accept the proposed 2023 calendar with the change of November 21, 2023, to November 14, 2023, made by Committee Member Moore, Seconded by Committee Member Glenn. Voting Yea: Committee Member Bailey, Committee Member Brown, Committee Member Williams, Committee Member Glenn, Committee Member Moore, Committee Member Brown Taylor, Committee Member Summerour Daniel 9. Other Comments or Updates Committee Member Brown asked if there are City established by-laws; and if not, can the Committee create its own by-laws. She further asked if the Committee could hold an election of officers as the current office holders are the ones carried over from the original community committee. Mayor Still responded that there are no City prescribed by-laws and that the Committee can elect new officers. Chairwoman Bailey advised that consideration of the election of officers will be on the agenda of the next Committee meeting in March. Chairwoman Bailey further encouraged everyone to pray for each other.  Committee Member Williams thanked all of the visitors that attended the meeting and said she appreciated them wanting to share their stories and artifacts and encouraged them to tell others to come.
