Call to Order
The meeting was called to order at 6:04 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Commission Member Walden, Seconded by Commission
Member Fellows.

Approval of Prior Meeting Minutes
1. Approval of Prior Meeting Minutes
Motion to approve the prior meeting minutes was made by Commission Member Walden,
Seconded by Commission Member Fellows.

General Discussion
2. Budget Update
Jasmine Billings presented the current budget to the members, providing the current
balances. The annual budget to be effective July 1st is set to be approved in the June Council
meeting, which will include $150,000 for Arts Commission project, if approved. Once the
board members get better at pricing projects we will be in a better position to ask for funds.
3. Committees Update
Grants Committee: The Grants Committee has not been able to meet yet, and will work on
getting a meeting on the schedule. In addition, they will set up a meeting with Keith Lee,
Finance Director for the City, to discuss how grant funds can be used, and where they can be
spent.
Outreach Committee: Amber Walden advised that Alicia will send out an e-mail to set up a
meeting to review swag ideas for the community mural, which will be their big focus for the
time being. The upcoming events schedule will be reviewed to determine what supplies will
be needed. Amber also discussed incorporating a lantern parade into BOO Fest and will meet
with Lindsey, Event Coordinator, after Prelude to discuss. The members would like to see a
lantern event be distinctly Lawrenceville, with themes and considering commissioning larger
lanterns for larger events. Funding through Explore Gwinnett may be able to be obtained
from a 501c3 to help with a partnership with the Arts Commission. DTL Rocks during BOO
Fest was very overwhelming with so many people congregating around the Arts Commission
tent, so they would like to look into spreading out some. The supply needs will need to be
reviewed, and if lanterns will be included in the BOO Fest event, advertising will help to
encourage attendees to bring their own lanterns if they have one. It will also help to have kits
available for purchase in some of the downtown stores and businesses can be encouraged to
make their own lanterns and participate as well.
4. Murals
Jasmine Billings presented updates on the current mural projects the commission is working
on.
Community Mural - Jasmine and Auro-Leigh both met with Teresa and discussed a start
date. She will be out of town a majority of June and July, so a start date of September 5th
was agreed upon. She will work on the outline for about a week, and then the community
portion will begin. Jasmine is working with the Police Department to make sure the dates
will work with their schedule. Eventeny will be used for the public to sign up for one hour
time blocks, for a maximum of 20 people per hour. That will limit the number of people at the
mural to 30-40 total, which will include police, arts commission members and community
members. The first 15 minutes will allow Teresa to provide some information on the mural,
30 minutes of painting, and 15 minutes of clean-up, and moving the groups around as the
community members are switched out. The parking deck will be utilized as a sign in location
for the participants. Teresa has purchased equipment to film in time lapse for the outline
and community portions. The final approval from Georgia Department of Transportation
(GDOT) is almost complete. Jasmine will begin sending out e-mails with updates on this
project, and will provide an outline of the dates. She has asked members to review that
outline and advise if they see any red flags on the dates.
Crogan Street Mural - Leah was asked to provide a submission for this mural and Jasmine
shared her submission with the group and members provided feedback. The previous
submission was also reviewed again, however, the artist has not been able to coordinate her
schedule to come to a meeting to discuss her submission and ask questions. Other locations
for the second mural were also discussed. Scott McCray will need to have an opportunity to
review the proposed artwork, and then it will need to be presented to Council as a
recommendation. The City does not have a standard on what can be included in a mural and
the Arts Commission had already determined that they would veer away from specific
people, anything political and businesses.
Milo Sather, Event Coordinator, previously presented Cultura and commissioning a live artist
to do a mural on Fishery Fitness during the event. The artist provided a $30,000 price, and it
was determined that an open call can always be done for an artist, but will need to know by
the July meeting if this mural will occur in October. The building owner has not provided
their OK for this project.
Coca Cola - Coke has been completing murals on the inside of businesses that have
approached them, and now they would like to complete outdoor murals, and to do that they
will need to work through the Arts Commission. There is an alleyway between the Tabernacle
Church and Scrum-did-dly-ump-tious they feel would be nice to put something on that
wall. This is technically Matt's wall because he owns the building. The Green space belongs
to the Church, so we would have to work with them to get permission to use that area. In
addition, Jasmine will need to find out if the City would be able to fix that area to make it
more walkable. The Arts Commission has advised Coke that they do not want Coca Cola
everywhere in the downtown area, and the mural(s) they install would be at no cost to the
Arts Commission. The projects would need to be presented to the Arts Commission for
approval of the design, and then Coke would need to go through Planning and Development
for permitting. Aura-Leigh discussed the benefits of completing a mural in this area. She
indicated that we could work with a local artist to discuss what would work in that area, then
have Coke do their magic. Businesses should be included in the mural process so they can
weigh in on the artwork proposed. The Arts Commission will need to be intentional on what
a mural looks like with Coca Cola on it.

As a reminder, the next meeting will be moved to July 18th as a Special Call Meeting.
