LAWRENCEVILLE ARTS COMMISSION MINUTES Tuesday, October 08, 2024 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:00 PM, recognizing a quorum. Casey Spinks arrived at 6:02 PM Jennifer Hammonds arrived at 6:04 PM Approval of Agenda Motion to approve the agenda was made by Commission Member Stone-Collins, Seconded by Commission Member Walden. Budget Update Jasmine Billings provided an update on the budget number, indicating that nothing has been purchased since the last update. Casey Spinks arrived at 6:02 PM. The Lawrenceville Blooms extension has been completed, and the artist will be installing anti-graffiti sealant to the mural. 3. Coca-Cola Mural Location Jennifer Hammonds Arrived at 6:04 PM Jasmine Billings shared information regarding discussions with Coca-Cola. The group reviewed the current version of the mural, which does not include any changes previously requested. Once a location has been determined, the artist will update the mural. Potential locations were reviewed that were previously submitted, as well as several new locations not previously discussed. The building that Britt's is located was the original location for Coca-Cola in Lawrenceville and the group felt this would be a perfect fit for the mural. Jasmine will contact them to discuss the mural being installed on their building. 4. Community Mural Artist Presentation Four artists were chosen as finalists for their submissions for the Georgia Gwinnett College's Highway Ramp mural project. Each artist joined via Zoom to present their submission and answer questions from the Commission members. Artist #1 presented the magnolia design, explaining the inspiration behind the concept. The design will incorporate a hidden feature, a grizzly, within the mural. The budget was reviewed and discussed, with an estimated project completion time of about one month. Artist #1 also shared ideas for swag, including a magnolia sticker derived from the mural and possibly a magnolia wood cutout that participants can paint and take home. The stickers will be included in the project costs. Artist #2 presented the mural design and explained the concept, which is based on a textile pattern of interwoven threads. The design was chosen specifically for this location to avoid being too distracting for drivers, while maintaining a sense of flow and working well on the surface. It’s also designed to accommodate community participation. Although no hidden feature (easter egg) was included, Artist #2 mentioned that adding one would be easy. The estimated completion timeframe for the project is about a month. Swag ideas included tote bags, hoodies, stickers, or a painting, noting that the design would work well on various items. A more detailed budget will be needed, as the current submission showed a price range rather than a specific amount. Artist #3 presented the mural design, which features a variety of plant life elements. The hidden feature (easter egg) is a heart, incorporated into a larger leaf on the right side of the mural. The artist plans to host two community painting days, with one specifically for the  college, and discussed the setup for the community engagement portion. The colors can be easily adjusted if requested. The project is estimated to take approximately 6-7 weeks, plus additional contingency time, which includes the community participation element. While the artist didn’t have specific ideas for swag, they were open to discussion and suggestions. Sections of the mural can be used to produce stickers or other items. The budget was reviewed, and additional details were provided. Artist #4 presented the mural design and explained the inspiration, which is based on the location and features a nature scene. While no hidden feature (easter egg) was initially included, the artist mentioned they would add an owl. The artist also outlined plans for the community involvement portion of the mural. For swag, the artist suggested items like stickers, bookmarks, or bumper stickers, with many possibilities. They expressed interest in discussing the licensing of any items for sale and potentially a design fee if a file is needed to produce merchandise. The lift rental timeframe was reviewed, and the artist indicated they would need to add an additional week to the original budget. The estimated project completion time is two weeks, with the final protective coating applied after the paint sets for two days. The group discussed each submission in detail and provided feedback for each. Motion to select Artist #1 mural submission for the Georgia Gwinnett College Highway Ramp Mural Project in an amount not to exceed $85,975.00 was made by Commission Member Hammond, Seconded by Commission Member Stone-Collins. Voting Yea: Commission Member Hammond, Commission Member Brooks, Commission Member Stone-Collins, Commission Member Walden, Commission Member Sanders, Commission Member Spinks Jasmine will provide Leadership with the approved submission. This project will be added to the earliest possible Council agenda so to make leadership aware. Other Projects No other project were discussed. Other Business No other business was discussed. Citizen Comments Citizen comments will be limited to two (2) minutes per person. The Arts Commission Board Members will not respond to comments. There were no Citizen comments.
