LAWRENCEVILLE ARTS COMMISSION MINUTES Tuesday, January 14, 2025 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:01 PM, recognizing a quorum. Approval of Agenda Item number 5 on the agenda will be tabled. Motion to approve the amended agenda was made by Commission Member Brooks, Seconded by Commission Member Walden. Voting Yea: Commission Member Hammond, Commission Member Brooks, Commission Member Chitwood, Commission Member Stone-Collins, Commission Member Walden, Commission Member Sanders Voting Abstaining: Commission Member Spinks (arrived at 6:05 PM) Swearing in of Commission Members 1. Swearing in of Commission Members Three members of the Arts Commission were reappointed, and Mayor David Still swore them in. The members were Jennifer Hammond, Wesley Brooks and Alicia Chitwood. Casey Spinks arrived at 6:05 PM. Approval of Prior Meeting Minutes 2. Approval of Prior Meeting Minutes Motion to approve the prior meeting minutes was made by Commission Member Walden, Seconded by Commission Member Hammond. Voting Yea: Commission Member Hammond, Commission Member Brooks, Commission Member Chitwood, Commission Member Stone-Collins, Commission Member Walden, Commission Member Sanders, Commission Member Spinks General Discussion 3. Budget Update Jasmine Billings provided an update. No change to the budget since the last update. The Georgia Gwinnett College mural contract has been signed and payment will reflect in next month's numbers. Inventory of logo'd items will be taken closer to the start of the mural, and additional items can be ordered to be used as handouts to those participating in the mural. The cost of the mural is $85,000. The Arts Commission will be applying for a grant in the amount of $25,000 to offset that amount. Aura-Leigh advised that she should hear sometime in February if the grant was approved. 4. 2025 Meeting Schedule The meeting schedule was shared with the group and the proposed dates were discussed. The normal schedule of the second Tuesday of the month was followed, with the only exception noted in November due to the November 11th City holiday for Veteran's Day. It was noted that Spring Break will fall the same week as the April meeting. Motion to approve the 2025 Arts Commission meeting schedule as presented was made by Commission Member Sanders, Seconded by Commission Member Stone-Collins. Voting Yea: Commission Member Hammond, Commission Member Brooks, Commission Member Chitwood, Commission Member Stone-Collins, Commission Member Walden, Commission Member Sanders, Commission Member Spinks 5. Business Mural Presentation The Business Mural Presentation agenda item has been tabled. 6. Officer Elections Officers for 2025 are: Chair - Aura-Leigh Sanders, Vice-Chair - Amber Walden, Secretary/Treasurer - Jasmine Billings. 7. Subcommittee Updates Community Outreach & Branding and Grants and Funding have been separated to Community Outreach and Branding. The Arts Commission members will work as a group on Grants and Funding during normal Arts Commission meetings. Community Outreach members will be Wesley Brooks, Casey Spinks and Jennifer Hammonds. Branding will be Alice Stone-Collins, Amber Walden and Alicia Chitwood. Aura-Leigh will meet with the Subcommittee Chairs prior to the regularly scheduled Arts Commission meeting. 8. Community Mural Update – Georgia Gwinnett College Jasmine Billings and Aura-Leigh Sanders will meet with the artist on Thursday at City Hall, to determine a timeline for scheduling. Alice will need to reserve room and catering at GGC for the Artist talks and reception and it is hopeful that the mural can begin in early April so students will be able to participate. The artist can start outlining the mural prior to the student start dates. The mural will not need to be completed by the time the artist talks take place. Tuesday and Thursday would be ideal for the students to participate due to class schedules. A QR code will be provided for the students to register online for time slots. The artist will need to determine how many students/community members she can work with at one time. One day will be set aside for GGC students and instructors, with 10 slots for 45 minutes each, 4 hours overall. Total student participants are estimated at 60, with 10 instructors. The Create Gwinnett Grant is due on Wednesday, January 15th, and Aura-Leigh has indicated it is ready to be submitted. This is a $25,000 grant and notification should be received in February. 9. Grizzly Parkway Roundabout Updates Jasmine Billings provided an update on this project. She will reach out to Jonathan Peevy with Gwinnett County to see if he has a smaller document with requirements and regulations when building out a roundabout. Certain safety standards will need to be adhered to and will need to be included in the Call for Art. The current Call for Art will need to be refined. The Call for Art can be sent out when it is completed and does not need to wait for the completion of the GGC Mural. Jasmine will check with Legal and City Staff to see if she can obtain some additional information and verbiage that will be included in the call. Specific native plants will need to be identified if they will be used in this project. She will also check with the Facilities team to see what would be required for maintenance. A rain collection feature was also discussed to potentially include. 10. Creative Placemaking Conference The Creative Placemaking Conference will take place on April 1-3 in Montgomery, Alabama. The cost is $420.33 per person, Doubletree Hilton is providing the discounted rate of $199/night. Early registration has already passed. Casey and Alice expressed interest in attending and will let Aura-Leigh know prior to the next meeting. The cost of the conference for those that will attend will be voted on in the February meeting. Other Projects Jasmine shared that one of the items that came out of the Retreat was a more branded frame for Social Media. The prices provided were for actual frames, not digital, so Jasmine will follow up on that pricing. The digital frame will be added to pictures to help promote the Arts Commission on social media. Jasmine and Aura-Leigh will be meeting with Coca Cola and the Britt family, as well as two historians, to discuss the Coca Cola mural and the location. The mural location sees on average 90,000 vehicles passing by each day. Other Business Jennifer shared that she will be attending the Georgians for the Arts upcoming event on February 2- 3, 2025. She will forward the information in case others would like to attend. Jasmine provided a brief update on the business mural. The design has changed, and they will present at a later date. Citizen Comments Citizen Comments will be limited to two (2) minutes per person. The Arts Commission Board Members will not respond to comments. There were no Citizen Comments. Final Adjournment Motion to adjourn was made by Commission Member Brooks, Seconded by Commission Member Sanders.
