Call to Order
The meeting was called to order at 6:05 PM, recognizing a quorum.
Aura-Leigh Sanders arrived at 6:06 PM, Jennifer Hammonds arrived at 6:08 PM, and Katrina Fellows
arrived at 6:12 PM
Approval of Agenda
Motion to approve the agenda was made by Commission Member Stone-Collins, Seconded by
Commission Member Chitwood.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Alhabashi
Voting Abstaining: Commission Member Hammond, Commission Member Fellows, Commission
Member Sanders
General Discussion
1. Budget Update
Jasmine Billings presented the current budget to the group.
Aura-Leigh Sanders arrived at 6:06 PM
Jasmine advised that during a Special Call Meeting, meeting minutes from prior meetings
will not be voted on for approval. Those can only be approved during a regularly scheduled
meeting. The 2023/24 Fiscal Year budget for the City has been approved, and the new budget
will be shared at the next meeting. No new supplies have been purchased. $150,000 was
transferred to the budget for the capital project. As the budget is prepared for the 2024/25
Fiscal Year, the Arts Commission will know what projects are on the table and will be better
able to request adequate funding.

2. Committee Updates
Grants & Funding: Jennifer Hammonds, Aura-Leigh Sanders and Katrina Fellows a productive
meeting and will meet with Keith Lee in August to discuss the Sponsorship Program with
him. Similar to what the Downtown Development Authority (DDA) is doing with the Facade
Grant, Arts Commission Grant can do a matching grant up to a certain amount. It would
follow the same rules and processes that the DDA currently follows, and the Arts Commission
will need to determine what they would say yes or no to. This may be something to review
with Lee Merritt to determine how to make the judgement calls on the yes and no.
Katrina Fellows arrived at 6:12 PM
On a Facade Grant, during the present work, grant recipients can come back later to make an
amendment as long as it is in the facade. Art is different, however they will still need to go
through Planning and Development to get their permits. Because it is art, the grant applicant
would still need to come and present to the Arts Commission what they are trying to do. The
Arts Commission will need to determine how many grants and for how much those grants will
be.
Explore Gwinnett still has $18,000 in funds for art initiatives and Jasmine will see how if the
funds can be used to assist with grants..
Grants and Funding will be meeting again on Thursday via Zoom, and Katrina will bring the
latest Facade Grant application so the committee can review.
Outreach Committee - there were no updates, but should have an update for the next
meeting. Wednesday the committee will meet to discuss lanterns.
3. Community Mural Update
The Community Mural will not begin until September.
Crogan Street Mural - Jasmine presented the three options for the mural on the side of
McCrays. The group discussed the three designs in depth.
Motion to submit the mural by Leah Abucayan to Council for their feedback was made by
Commission Member Sanders, Seconded by Commission Member Stone-Collins.

Member Chitwood, Commission Member Stone-Collins, Commission Member Walden,
Commission Member Sanders, Commission Member Alhabashi
Jasmine will ask the artist to add some of the green leaves from her other mural and submit
an updated design, and will advise Council that some refinements will be made to the
original design. October was discussed as the start date, and Jasmine will work with City
departments to coordinate. The mural design will also be shared with Scott McCray as well.
4. Wall Art at SR316 and Collins Hill Road – Georgia Gwinnett College (GGC)
Jasmine Billings provide a picture of the wall along SR 316 and Collins Hill Road, indicating
that the Arts Commission could possibly work with the school to do something artistic, but
will still need to work with Georgia Department of Transportation (GDOT), since it is their
wall. The texture of the wall may cause an issue with paint, and will probably have to use a
paint sprayer. GDOT has indicated that they do not want anything that would distract
drivers. Different ideas were discussed, but overall the concern was centered on the texture
of the wall which may present too much of an issue. Jasmine will reach back out to Jonathan
and see if there is another wall in that area the Arts Commission can consider, as well as
contacting Georgia Gwinnett College to determine how the Arts Commission and GGC can
partner on art installations.
