RECAST ADVISORY BOARD MINUTES Wednesday, August 24, 2022 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:03 PM, recognizing a quorum. Approval of Agenda Motion to amend the agenda was made to switch Items 4 and 5 was made by Washington, Seconded by Warnsley. Voting Yea: Brown, Floyd-Bryant, Drane, Martin, Warnsley, Washington, Caraballo, Hudson Rationale: this would allow more time to hear about the ReCAST Data Tracker. Motion to approve the amended agenda was made by Brown, Seconded by Martin. Voting Yea: Brown, Floyd-Bryant, Drane, Martin, Warnsley, Washington, Caraballo, Hudson Citizen Comments To participate in the Public Comment part of this agenda, you must register with the Advisory Board Secretary prior to the beginning of the meeting. Presentations will be limited to two (2) minutes per person and the Board will not respond to comments. There were no citizen comments. Approval of Prior Meeting Minutes Approve Prior Meeting Minutes Motion to approve meeting minutes from the July 27, 2022 meeting was made by Martin, Seconded by Brown. Voting Yea: Brown, Floyd-Bryant, Drane, Martin, Warnsley, Washington, Caraballo, Hudson General Discussion Board Member Check-In There was a brief Board Member check-in, sharing personal updates. Program and Grant Updates Program Manager M. Thorne, shared updates from the August monthly milestones report. He made specific mention of our Summer of Impact celebration and continued progress on our referral system, Pokket. Famlies First Progress Report The Board was joined by Troya Jackson, Director of Navigator Services, and Sakina Huffman, Behavioral Health Department Manager — both of Families First. Families First serves as a sub- grantee partner through ReCAST to provide Behavioral Health and Navigator support services through the grant. T. Jackson shared the role of Navigator support services through the ReCAST grant. Navigators provide guidance to participants to help them overcome challenges and grow toward thriving and resiliency. They generally work with participants from outreach up to 24 months. S. Huffman provided the role of Behavioral Health through the grant. Familes First provides assessments, intake, and consultation to individuals, couples, and families Data Tracker and Evaluation Q&A B. Crane, the ReCAST Data Evaluator, joined our meeting and reported via Zoom. She shared specifics with the board regarding ReCAST metrics, why certain metrics were chosen, and the possibilities of modifying those metrics in year two. Ms. Crane answered all board questions. Two values were raised by the board. The board wants 1) metrics that are easy to understand by a layperson; 2) metrics that help the board know how many people are being served (vs. simply being referred). A constraint was raised: “Can we receive additional metrics without excessive operational burden on sub-grantee partners?” One way to clarify this request is to ask sub-grantees about what data they already collect. Also, M. Thorne raised the possibility that Pokket may provide some additional data points once fully operational. This will continue to be an ongoing conversation as we head into Year 2 of the grant. By-Laws Subcommittee Update N. Martin updated the board on the new double-sided, laminated guidance that the subcommittee had recommended for creation. One side contains the ReCAST mission, vision, and values. Side two contains parliamentary “cliff notes,” a short-hand version of our meeting process. Other Business M. Thorne provided a brief update on the ReCAST Memorandum of Understanding (MOU) with the Gwinnett County Public Schools. The MOU continues to progress and appears to be very close to execution Final Adjournment Motion to adjourn was made by Caraballo, Seconded by Brown.
