Call to Order
The meeting was called to order at 6:03 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Martin, Seconded by Brown.
Voting Yea: Brown, Sanchez, Pino, Sledge, Martin, Warnsley, Washington, Caraballo, Hudson
Citizen Comments
To participate in the Public Comment part of this agenda, you must register with the Advisory Board
Secretary prior to the beginning of the meeting. Presentations will be limited to two (2) minutes per
person and the Board will not respond to comments.
Comment was offered by Ann Carol-Pence sharing about Kim's Convenience, a play being staged at
the Aurora Theatre.
Officer Elections
Election of 2023 Board Officers
The board voted to select officers for 2023. Chanda Floyd-Bryant, Hector Sanchez, and Marcus
Thorne were nominated to retain the positions of Chair, Vice-chair, and Secretary, respectively. Each
was retained in unanimous votes – with 9-0 vote counts for Chair (Chanda Floyd-Bryant) and
Secretary (Marcus Thorne). An 8-0 vote count was recorded for Vice-chair (Hector Sanchez), with one
member abstaining.

Motion to approve meeting minutes from the September 28, 2022 meeting was made by Hudson,
Seconded by Pino.

There was a board member check-in, sharing personal updates.
2023 Meeting Calendar Approval
Motion to approve the 2023 ReCAST meeting calendar was made by Martin, Seconded by Warnsley.

ReCAST Data Presentation & Update
The board was joined by Betsy Crane, Data Evaluator for ReCAST. Ms. Crane provided updates and
explanation of the quarterly ReCAST data report. The new format summarizes the program activities
and achievements, and where there are challenges, includes our proposed program solutions to
address them.
During her presentation, members expressed significant interest in the planned community-facing,
implicit-bias training. Ideas were offered about who could conduct the training and ways to
incentivize the training for community businesses, including providing a decal that certified
businesses might display. Another suggestion included the possibility of training youth-serving
adults, such as teachers, in implict-bias to inform their work with youth.
A concern was raised about whether our program goal of having youth train their peers should be
extended into Year 3. Sanchez suggested that an accepted model of youth mentoring includes
training youth to become peer leaders and facilitators. He also suggested we consider
including/consulting additional youth-serving organizations to learn form their model.
Project Manager Update
Program Manager, Marcus Thorne, updated the board on the ongoing ReCAST Outreach work,
inclusive of both social media and in-person events. Several members questioned the absence of a
Black History Month event on the City’s event calendar.
