RECAST ADVISORY BOARD MINUTES Wednesday, October 25, 2023 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:02 p.m., not recognizing a quorum. Without a quorum, the chair went ahead to receive Citizen Comments and to hear our Board Check-In. Approval of Agenda After viewing and discussing the ReCAST Year 2 Mini-Documentary, the Board moved back to the Approval of the Agenda, since a quorum was recognized at 6:10 PM. Motion to approve the agenda was made by Warnsley, Seconded by Pino. Voting Yea: Jordan, Brown, Floyd-Bryant, Drane, Pino, Sledge, Martin, Warnsley Approval of Prior Meeting Minutes Approve Prior Meeting Minutes Motion to approve the prior meeting minutes from September 27, 2023 meeting was made by Warnsley, Seconded by Pino. Voting Yea: Jordan, Brown, Floyd-Bryant, Drane, Pino, Sledge, Martin, Warnsley Citizen Comments To participate in the Public Comment part of this agenda, you must register with the Advisory Board Secretary prior to the beginning of the meeting. Presentations will be limited to two (2) minutes per person and the Board will not respond to comments. Citizen comments were offered by Araceli Ramos, parent of Valery Ramos. Valery is a senior at Central Gwinnett High School and a graduated member of the inaugural cohort of Lawrenceville Legacy Leaders (L3). Ms. Ramos shared in Spanish and was translated into English by member, Liliana Pino. Ms. Ramos shared her deep gratitude for the L3 program as well as her pride in her daughter and the transformation the L3 program has made in Valery. General Discussion Board Member Check-In Members shared personal updates. Additionally, Member Rachael Warnsely shared about two upcoming community engagement events being led by the Gwinnett Police Department. ReCAST Year 2, Mini-Documentary Presentation During the ReCAST Year 2, Mini-Documentary viewing, our board was joined by two additional members: Alisha Jordan (6:10) and Marci Sledge (6:15). A quorum was recognized at 6:10 p.m. After viewing the video, members were provided the opportunity to offer comments. Comments were all very positive, recognizing both the laughter and tears evoked by the screening. Members spoke strongly of the impact of L3 on the lives of local students and the anticipated impact on future generations. Two comments of note: Mayor David Still shared that this youth council (Lawrenceville Legacy Leaders) represents the fulfillment of a dream from his own youth and that he believes we are truly leaving a legacy of leadership. Board Chair, Chanda Floyd-Bryant, remarked about the great sense of belonging expressed by the featured students and connected the throughline of belonging to the mission of ReCAST. Deep appreciation was also offered to the filmmaker, Rachel Panysuyk, for her significant effort in making the video. Impact46 Program Update Jen Young, Executive Director of Impact46, joined Josiah Vega and Kim Parson is providing the update. Ms. Young shared that the Lawrenceville Response Center (LRC), a program of Impact46, started as a COVID crisis response program. Money was raised which the City of Lawrenceville matched; these combined funds were used to start the work of the LRC. The LRC provides supportive services primarily in housing, utilities, and transportation. The attached document was included as part of her report and provides details from her report. After the detailed report, members had questions and feedback: ● K. Drane asked what Impact46/LRC's ReCAST allocation is used for. J. Young responded for personnel. ● M. Sledge asked about additional program funds beyond those provided through ReCAST, where does the money come from? J. Young responded that she has been doing lots of fundraising. Some of the money comes from other federal grants, some from local foundations, as well as from individual donors. She is also continuing to build relationships with grant- making organizations that have not traditionally given in Gwinnett County. ● Regarding the men’s shelter which is being planned (as a partnership between the Lawrenceville PD Co-Responder Program and I46/LRC), K. Drane had several questions:  ○ How many beds? J. Young: 8 ○ Will wraparound services be provided? J. Young: Yes ○ Will 24-hour security be on site? J. Young: 24-hour monitoring will be provided through LPD; most referrals to the shelter will initiated by co-responders Please note: to learn more about Lawrenceville’s Co-Responder program, please visit: www.lawrencevillega.org/624/co-responder-program Review and Approve ReCAST Meeting Calendar Motion to approve the 2024 ReCAST Meeting Calendar was made by Martin, Seconded by Pino. Voting Yea: Jordan, Brown, Floyd-Bryant, Drane, Pino, Sledge, Martin, Warnsley Program Manager Update ReCAST Program Manager, Marcus Thorne, asked members about their desire to meet at a restaurant for our December meeting. Members remarked that this sounded like a good idea. Members had questions regarding the recent addition of Dr. Edward Valentin (ReCAST Program Director), coming under direct contract with the City of Lawrenceville for Year 3 of our program. M. Thorne addressed these questions and members remarked that having a direct relationship helps to clarify grant priorities. Additionally, members asked about the continuing need to clarify the role of the Program Manager. M. Thorne addressed these questions to the best of his ability.
