Call to Order
The meeting was called to order at 6:05 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Davis, PhD, Seconded by Olumba.
Voting Yea: Sanchez, Drane, Pino, Joseph, Olumba, Waltz, Davis, PhD
Voting Abstaining: Brown (arrived at 6:30 PM)
Citizen Comments
To participate in the Public Comment part of this agenda, you must register with the Advisory Board
Secretary before the beginning of the meeting. Presentations will be limited to two (2) minutes per
person and the Board will not respond to comments.
No citizen comments were offered.
Approval of Prior Meeting Minutes

Motion to approve the prior meeting minutes was made by Waltz, Seconded by Drane.

General Discussion
Board Check-In
There was a board member check-in, with each member allowed to share how they were doing and
offer brief personal updates. During the Check-In portion, members encouraged the inclusion of
youth as part of the advisory board. In particular, members encouraged their presence to influence
both programming and the decision-making process.
ReCAST Program Update
ReCAST Program Manager, Marcus Thorne, shared program updates. In particular, he provided two
potential feedback mechanisms. 1) He shared a draft board feedback form as a way to hear from
members regarding sub-recipient partner progress. 2) He proposed a survey for past program
participants so that they could rate the ReCAST program.
The board recommended changing the first survey to include more Likert scale measures.
Board Member Brown arrived at 6:30 PM.
Regarding the Community Connections RFP, Marcus shared that the scoring was still pending and
that six bids had been submitted. The RFP was expected to be finalized once the scoring was
complete. As a reminder – the Community Connections workshops are part of the ReCAST grant
deliverables and focus on teaching unconscious bias to Lawrenceville community members.
Work continues regarding National Night Out, the community event hosted by ReCAST to amplify
trust between residents and law enforcement.
ReCAST Data/Outcomes Update
Betsy Crane, ReCAST Data Evaluator, shared a recent data update. This update included metrics for
all ReCAST grant deliverables, inclusive of SAMHSA’s IPP metrics. Note: SAMHSA stands for the
Substance Abuse and Mental Health Administration; IPP stands for “Infrastructure Development,
Prevention and Mental Health Promotion.” Based on her data review, the board had questions and
confusion regarding two primary areas:
1. ReCAST Service Area: Some members were confused about the ReCAST catchment area. Program
Manager committed to follow-up regarding the catchment area.
2. Housing Referral Data: Members had a robust discussion regarding ReCAST housing data.
Sub-Recipient Partner Update: Families First
This update was offered by Chris Haider-Bardill (Clinical Director) and Troya Jackson (Director of
Navigator Services). Chris offered brief introductory remarks and asked Troya to update the board
regarding FF (Families First) numbers. Troya offered brief qualitative results. Member Sanchez asked
FF if they had additional quantitative results they’d like to share. FF didn’t share additional results
during the meeting but offered to share them as part of the ongoing monthly reporting. The allotted
time for Families First to present was short due to the length of time spent on the data update.
