Call to Order
The meeting was called to order at 6:08 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Sanchez, Seconded by Washington.
Voting Yea: Floyd-Bryant, Sanchez, Drane, Joseph, Martin, Waltz, Davis, PhD, Washington
Voting Abstaining: Pino (arrived at 6:26 PM)
Citizen Comments
To participate in the Public Comment part of this agenda, you must register with the Advisory Board
Secretary before the beginning of the meeting. Presentations will be limited to two (2) minutes per
person and the Board will not respond to comments.
No citizen comments were offered.
Approval of Prior Meeting Minutes
Approve Prior Meeting Minutes
The packet provided to both the Chair and Vice Chair unintentionally omitted previous meeting
minutes. Because of this, the plan was to vote on them at the next meeting (June 12).
General Discussion
Board Check-In
During the Check-In, two notable updates were shared: Hector Sanchez has accepted a position with
the Gwinnett County Public Schools as Director of Opportunity & Access; Tracy Joseph was
appointed by the County to serve on the Gwinnett Human Services Advisory Board.
ReCAST Program Update
ReCAST Program Manager, Marcus Thorne, shared program updates regarding:
Sub-Recipient Partner Update: Georgia Center for Opportunity
Luisa Beeco, Program Manager for Better Work Gwinnett (BWG), shared regarding program progress,
including
● 49 applications have been submitted; of those applications, 40 became active
participants, receiving support through BWG
● 15 of those participants reported receiving employment
● Single mothers are their primary demographic
Luisa also shared a participant testimony, of a woman she called “Mrs. C.” Mrs. C, with the support of
BWG, overcame losing her car, her housing, and her father to eventually gain employment at a local
pre-school. BWG support came in the form of gift cards, matching her with opportunities that
supported her kids’ schedules, connecting her with varied housing opportunities, and working to
help her with transportation through another ReCAST partner, Heirborn Servants. The board was
glad to hear of Mrs. C’s progress and the progress of BWG.
As a reminder – Better Work Gwinnett is a program of the Georgia Center for Opportunity (GCO), and
is the program providing employment support for ReCAST participants through GCO.
Other Business
Tiffany Washington announced that she would be resigning from the board due to having accepted a
position at the University of Tennessee, Knoxville. She expressed her gratitude for serving on the
ReCAST board. Likewise, members shared their gratitude for her service, sadness to see her leave,
and excitement for her to advance in her career.

Motion to adjourn was made by Davis, PhD, Seconded by Waltz.
