RECAST ADVISORY BOARD SPECIAL CALL MINUTES Wednesday, March 09, 2022 Lawrenceville Police Department - Frank Otto Training Room 6:00 PM 70 S. Clayton St, GA 30046 Please enter through the Front Door at the Lawrenceville Police Department. Call to Order The meeting was called to order at 6:00 PM recognizing a quorum. Approval of Agenda A motion to approve the agenda was made by Marcus Thorne. Seconded by Floyd-Bryant. Voting yea: Brown, Floyd-Bryant, Drane, Jordan, Martin, Mendez, Pino, Rodney, Sanchez, Sledge. General Discussion Member Introductions The Board Members introduced themselves and provided a brief background. Marcus Thorne led the group in prayer. Lt. Jacob Baird, Community Engagement officer for the Lawrenceville Police Department (LPD) also provided an introduction. He serves as the representative from the LPD for ReCAST and is part of the LPD's support of ReCAST. LPD's co-responder model is also evidence of that direction. Introduce ReCAST Marcus Thorne provided an overview of ReCAST along with program goals. ReCAST is an approximately $1 million award with a potential for renewal up to five (5) years. Specific deliverables are needed to qualify annually. These funds cover training, programs, activities, and other events as well as staffing, marketing, and non-profit consultants. Eight cities have been approved for the 2021 grant cycle. Thought one of the goals pertains to turning Advisory Board recommendations into LPD policy, this expectation was not clear. Marcus will inquire further as to the meaning of this language. Significant grant dollars are already allocated. There are three sub-grantee recipients. Impact46 ($270,000), Georgia Center for Opportunity ($110,000) and Families First ($350,550). Also included in the Grant funds are a Diversity & Inclusion Consultant ($25,000) and a Community Needs & Resources Assessment Consultant ($60,000). Roles and Responsibilities of ReCAST Advisory Board Members Expectations were provided to the Board members and the official ordinance that was passed by Council authorizing the board was reviewed. Marcus Thorne briefly reviewed the ordinance that was created and shared that the ReCAST Board is an official board with the City of Lawrenceville, which means that the meetings will be recorded and summary transcripts will be created and meeting minutes will be created and published for public review. The Board was advised of the Board positions to be elected, Chair, Vice-Chair, and Secretary. Secretary does not need to be a board member (and can be a staff member placed by City Manager assignment). Members serve a term of 1 year initially. Possible qualifications for Chair and Vice-Chair: familiarity with Robert's Rules of Order to be able to run the meeting (asking for motions, etc.). Those interested in either role should come prepared at the next meeting to let the group know. Recommendations of the Board are advisory to Council. The official ordinance will be promised via e-mail provided to the members since the copy presented did not include some agreed-upon changes. Board Calendar and Meeting Schedule The proposed calendar was shown to the Board members to review to approve either the 1st or 3rd Thursday of the month from 6:00 PM - 7:30 PM, or at the original time of the 4th Wednesday of the month from 6:00 PM - 7:30 PM. Motion to hold the ReCAST Board meetings on the 4th Wednesday of the month from 6:00 PM to 7:30 PM was made by Floyd-Bryant, Seconded by Sanchez. Voting Yea: Jordan, Brown, Floyd-Bryant, Sanchez, Drane, Pino, Sledge, Martin, Mendez, Warnsley Community Needs and Resources Assessment and Strategic Plan Review Sheryl Trent with SBrand Solutions spoke to the group via Zoom and provided an overview of what the grant is meant to accomplish. The Grant requires a needs assessment to be submitted by the due date of March 28, 2022, which will need to be submitted to the Federal Government, with specific requirements. Sheryl provided a PowerPoint presentation to the group. Phase 1 and Phase 2 have been completed. Phase 3 is underway, and the Community Needs Assessment will be sent to the members for their review. Results were shown to the group, and the Google Drive link will be provided to the group. The information contained in the feedback from the Community Survey was briefly reviewed. Final Adjournment Marcus Thorne introduced Jasmine Billings to the group. Hector Sanchez raised a question regarding the data-driven alignment of our goals and results. He wants to know how our data informs our plan and how our results will be measured so that we can demonstrate efficacy. Chanda Floyd-Bryant raised a question regarding the inclusion of ViewPoint as a natural partner for our work. Motion to adjourn was made by Warnsley, Seconded by Floyd-Bryant.
