FINANCE COMMITTEE
JANUARY 25, 2021
The meeting of the Finance Committee was called to order by Gabe Allen on January 25, 2021
at 4:07 p.m. by telephone or video conference in order to advance the public health goal of limiting
face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus
(COVID-19).
Present at the meeting were Gabe Allen, Hank Dugie, Zak Kone, Tracy Jacobs, Peggy Zahler,
Deanna Legge, Kristine Polian, Michelle Villarreal, Brandi Hamilton, Candace Brown, Edward
Sellar, Scott Gruber ( Meeder ) and Ann Williams.
Approval of minutes from the November 16, 2020 Meeting
Zak Kone made a motion to waive the reading of the minutes and to approve the minutes as
presented. Hank Dugie seconded the motion. The motion passed, all-in-favor.
Citizen Comments
There were no citizen comments.
Introduction to Newly Appointed Committee Members
Kristine Polian introduced the newly appointed committee members of the Finance Committee.
Peggy Zahler and Deanna Legge introduced themselves and spoke to the committee and staff
about themselves and their respective backgrounds.
Review Investment Report for the Quarter Ended September 20, 2019
Scott Gruber from Meeder presented the report. Discussion ensued.
Review and Discussion of Finance Committee Charter
Kristine Polian began by discussing some “house-keeping” issues and outlined changes to bring
the verbiage in-line with the City Charter. There were questions about a presentation of any
changes, digital meetings, and what is the role of the Finance Committee in other cities, as well
in League City. A lengthy discussion about the Finance Committee Charter ensued.

Committee Member Comments
Gabe Allen welcomed committee members.
Adjournment
Peggy Zahler made a motion to adjourn. Zak Kone seconded the motion. The meeting was
adjourned at approximately 5:22 p.m.
