MINUTES FINANCE COMMITTEE JUNE 21, 2021 The meeting of the Finance Committee was called to order by Gabe Allen on June 21, 2021, at 4:06 p.m. The meeting was a hybrid meeting with some attendees present in the Johnnie Arolfo Civic Center Room 2 at 400 West Walker Street, League City, Texas and other members of the Committee or the public attending the meeting via videoconference. Present at the meeting were Gabriel Allen – Committee Chair Deborah Jordan - Controller Peggy Zahler – Committee Vice Chair Brandi Hamilton – Assistant Controller Zak Kone- Committee Member Michelle Villarreal – Deputy City Attorney Traci Jacobs – Committee Member Candace Brown – Internal Auditor Deanna Legge – Committee Member Angie Steelman – Director of Budget and Project Management John Camp – Committee Member Carlene Neeley – Executive Assistant Francis Fontana – Committee Member Leighanna Carroll – IT Specialist/Systems Analyst Larry Millican – Citizen John Bowen – Citizen Approval of minutes from the May 24, 2021, Meeting Peggy Zahler made a motion to waive the reading of the minutes and to approve the minutes as corrected. Francis Fontana seconded the motion. The motion passed, all-in-favor. Citizen Comments There were no citizen comments. Presentation of the FY2022-2026 Long Range Financial Forecast Angie Steelman presented the FY2022-2026 Long Range Financial Forecast as presented to City Council on June 8, 2021. There were no questions from members, but a brief discussion ensued. The CIP Sales Tax Data will be added to the CIP Quarterly Report. Progress on the Fleet Retirement Process Audit and impact on schedule deadlines Candace Brown reviewed the status of the Fleet Retirement Process Audit which is scheduled to complete by the end of July. Much more detail has been uncovered than expected including some process issues and internal control issues (only one of which is high risk). She expects that his will require additional work imp acting other deadlines, such as the Audit Plan. She requested to shift the deadline for the draft of the Fleet Report to the end of August. A short discussion ensued. Gabe Allen indicated that no motion was required for this but that it should be okay. All members agreed. Finance Committee Bylaws Peggy Zahler reviewed the current status of the subcommittee formed to review the Committee’s roles and responsibilities. The subcommittee is working on proposing changes to the Ordinance and the Bylaws. They will present proposed redlines at the next meeting. It was suggested that perhaps there should be a biannual review of the Bylaws. Roles and Responsibilities There was no additional discussion on this topic. Points of Action There was some discussion about having this item as way to keep better track of action item status. There was no action taken. Staff Comments There were no staff comments. Committee Member Comments Peggy Zahler indicated that she had sent an email to Kristin Polian with the suggestion to have a standing item on the agenda for Conflicts of Interest. John Camp complimented Angie Steelman on the LRFF presentation. Gabe Allen echoed that compliment and also thanked the subcommittee for their efforts. Adjournment Peggy Zahler made a motion to adjourn. Francis Fontana seconded the motion. The meeting was adjourned at approximately 5:00 p.m.
