City of League City Historic District Commission
Regular Meeting, Thursday, July 15, 2021, 6:00 PM

I. Call to Order and Roll Call of Members
David Hake, Chair, called the meeting to order at 6:03 p.m.
Present: David Hake, Ric Pearson, Susan Smyer, Michael Hendershot (non-voting)
Absent: J'Nean Henderson, Susan Pierce
City Staff: Frankic Legaux, Assistant Director of Planning and Development; Kris Carpenter,
Planning Manager; Masood Malik, Senior Planner; Janice Norman, Senior
Planner; Michelle Villareal, Deputy City Attorney
II. Approval of Minutes
A. May 20, 2021, Ric Pearson made a motion to approve
the minutes. Susan Smyer seconded the motion.
The motion passed by a vote of 3-0-0.
III. Citizen Communication
No citizens spoke.
IV. New Business - Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness (HC-21-0006), a request
to replace the front, side, rear, and garage doors; remove the front porch enclosure (screening
materials and lower wall); remove and replace wrought iron porch post; and alter a rear
window to accommodate a door on the existing single-family structure, located at the southeast
intersection of 2nd Street and N. Illinois Avenue, with the address 121 N. Illinois Avenue.
Frankie Legaux, Assistant Director of Planning & Development, gave a presentation
on behalf of the City of League City and described the project: Replacement
of front, side, rear, and garage doors, Remove of front porch enclosure-
screening and lower wall (already completed), Remove and replace wrought
iron porch post. (Post removed and temporary post in place), Alter rear
window to accommodate a door. (Bricks have been cut below the window opening)
The applicants, Tim & Janet Leyden addressed the Commission and provided information about
door selections for their project.
Mr. Hake rephrased staffs recommendations and asked for the motion.
Mr. Pearson made a motion to approve a Certificate of Appropriateness (HC-21-0006), with provisions
that the garage door muntin be removed if possible; all doors be consistent with style
particularly mid-century, front door full panel or half panel with this proposal. Metal scrolling
or metal post with removal of half wall on the front and replace rear window with appropriate
door.
Ms. Smyer seconded the motion.
The motion passed by a vote of 3-0-0.

Mr. Hake adjourned the meeting at 6:43 p.m.

The privilege of speaking at this time is limited to the following persons: residents, persons having an ownership
interest in property or a business within the City, or their attorneys.
A statement of no more than 3 minutes may be made. There will be no yielding of time to another person. State law
prohibits members of the Historic Commission from commenting on any statement or engaging in dialogue without
an appropriate agenda item being posted in accordance with the Texas Open Meetings Act. Comments should be
directed to the entire Historic Commission, not individual members of the Historic Commission or staff. If addressing
a specific agenda item, speakers must keep their remarks specific to the item being considered by the Historic
Commission. Any speaker making personal attacks or using vulgar or profane language shall forfeit his/her remaining
time and shall be seated.
IV. New Business
