Meeting Minutes City of League City Historic District Commission Regular Meeting, Thursday, September 15, 2022, 6:00 PM Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members David Hake, Chair, called the meeting to order at 6:01 p.m. Present: David Hake, Ric Pearson, Susan Smyer, J’Nean Henderson, Susan Pierce Absent: Roland Bienvenu, Michael Hendershot (non-voting) City Staff: Kris Carpenter, Planning Manager; Kayla Leal, Planner II 2. Approval of April 21, 2022, minutes Mr. Pearson made a motion to approve the minutes. Ms. Pierce seconded the motion. The motion passed by a vote of 5-0-0. 3. Citizen Communication No citizens spoke. 4. Public Hearing and Action Items A. Hold a public hearing and take action on a Certificate of Appropriateness (HC-22-0013), a request to construct a new detached garage, located between 3rd and 4th Streets, with the address 318 Colorado Avenue. Ric Pearson recused himself from voting on this item. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Hake asked why the demolition of the structure did not come to the Historic Commission Mr. Carpenter responded that the demolition of noncontributing structures does not need Historic Commission approval and the structure was deemed unsafe. Mr. Hake asked if the garage door was a steel rollup door. Mr. Carpenter responded in the affirmative. Mr. Hake opened the public hearing at 6:07 p.m. Ronnie Richards, 122 Michigan, asked if a living space would be located above the garage. The response was no. Mr. Hake closed the public hearing at 6:08 p.m. Ms. Pierce made a motion to recommended approval of the Certificate of Appropriateness (HC-22-0013) with the conditions recommended by staff. Ms. Smyer seconded the motion. The motion passed by a vote of 4-0-0. Ric Pearson recused himself. 5. New Business Consider and take action on the 2023 Calendar of Meetings. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Pearson made a motion to approve the 2023 Calendar of Meetings Ms. Henderson seconded the motion. The motion passed by a vote of 5-0-0. 6. Commissioner’s Comments None. 7. Staff Comments Mr. Carpenter informed the Commission that he will be sending out an email to the members whose terms are expiring with information and instructions for reapplying. The applications will be due back to the City Secretary before the end of October. Kris Carpenter also introduced Kayla Leal, Planner II, new staff member in the Planning Department for the City. 8.
