1. Call to Order and Roll Call of Members
David Hake, Chair, called the meeting to order at 6:00 p.m.
Present: David Hake, Susan Smyer, Roland Bienvenu, Susan Pierce, Michael Hendershot
(non-voting)
Absent: J’Nean Henderson, Ric Pearson
City Staff: Mark Linenschmidt, Planning Manager; Masood Malik, Senior Planner, Ann
Williams, Planner I; Michelle Villareal, Deputy City Attorney
2. Approval of March 23, 2023, minutes
Mr. Bienvenu made a motion to approve the minutes.
Ms. Smyer seconded the motion.
The motion passed by a vote of 4-0-0.
3. Citizen Communication
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness, HC-23-0001, a
request to add a driveway and pavement along North Illinois Avenue, and a 600-square-
foot carport onto the northeast side of the existing garage; located on the southeast corner
of 4th Street and North Illinois Avenue with the address of 1005 4th Street.
Ann Williams, Planner I, gave a presentation on behalf of the City of League City.
Mr. Hake opened the public hearing at 6:06 p.m.
Mr. Hake closed the public hearing at 6:07 p.m.
Mr. Bienvenu made a motion to recommended approval of the Certificate of
Appropriateness HC-23-0001 with the conditions recommended by staff.
Ms. Smyer seconded the motion.
The motion passed by a vote of 5-0-0.
B. Hold a public hearing and take action on a Certificate of Appropriateness, HC-23-0003, a
request to replace four windows in the front of an existing single-family property located at
on the northwest corner of 4th Street and North Wisconsin Avenue with the address of 1023
4th Street.
Ann Williams, Planner I, gave a presentation on behalf of the City of League City.
Mr. Hake opened the public hearing at 6:15 p.m.
Mr. Hake closed the public hearing at 6:20 p.m.
Mr. Hake made a motion to recommended approval of the Certificate of Appropriateness
HC-23-0003 with the condition that it is a like for like replacement (windows would be of
wood/metal, single hung, construction, 2 over 2 windowpanes).
Ms. Pierce seconded the motion.
The motion passed by a vote of 4-0-0.
5. Other Business
A. Annual Ethics and Robert’s Rules of Order Training by the City Attorney’s Office.
Michelle Villareal, Deputy City Attorney, gave a presentation on behalf of the City of League
City.
6. Commissioner’s Comments
Mr. Linenschmidt updated the Commission on the staff positions of Executive Director for
Development Services, Planning Director, and Planning Manager.
7. Staff Comments
None.
8. Adjournment
Mr. Hake adjourned the meeting at 6:42 p.m.
