Regular Meeting, Thursday, May 16, 2024, 6:00 PM

1. Call to Order and Roll Call of Members
David Hake, Chair, called the meeting to order at 6:00 p.m.
Present: David Hake, Susan Smyer, Kelly Green, Michael Hendershot (non-voting)
Absent: Ric Pearson, Susan Pierce
City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Ann
Williams, Planner I; Joshua Gutierrez, Assistant City Attorney
2. Approval of October 19, 2023, minutes
Ms. Smyer made a motion to approve the minutes.
Ms. Green seconded the motion.
The motion passed by a vote of 3-0-0.
3. Citizen Communication
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness, HC-24-0008, a
request to replace the windows of an existing single-family dwelling, with the address of
121 North Illinois Avenue.
Ann Williams, Planner I, gave a presentation on behalf of the City of League City.
Mr. Hake opened the public hearing at 6:04 p.m.
Tim Leyden, applicant, addressed the Commission and described the project. A lengthy
discussion ensued discussing egress constraints, cost of custom windows, and options to keep
the replacement windows as close to like for like as possible with existing windows.
Mr. Hake closed the public hearing at 6:33 p.m.
Mr. Hake made a motion to recommended approval of the Certificate of Appropriateness
HC-24-0008 with the conditions, with Jeld Wen windows as the closest like-for-like option
to the existing windows on the structure, providing that the Jeld Wen windows are as close
in color, pane configuration, and visual sight-line contour (SDL option) to the currently
existing windows on the structure.
Ms. Smyer seconded the motion.
The motion passed by a vote of 3-0-0.
5. Commissioner’s Comments
Mr. Hake commented that he would like to have an item on the next meeting agenda to discuss
design guidelines as it pertains to windows, contributing and non-contributing structures, and
possible painting guidelines within the Historic District.
6. Staff Comments
Ann Williams welcomed Kelly Green, new member of the Historic District Commission, and
Joshua Gutierrez, new Assistant City Attorney, as well as informed the Commission of the
administrative approvals of Certificate of Appropriateness since October 2023.
7. Adjournment
Mr. Hake adjourned the meeting at 6:53 p.m.
