Keep League City Beautiful Committee Meeting Minutes for July 12, 2021 At 6:07 p.m. League City Communications Director Sarah Greer Osborne officially called the meeting to order. Committee members Jackie Liddell, Beth Sears, Jill Reason, and Dave Bowman were present. Also in attendance was Frankie Legaux, League City Assistant Director of Planning and Development. There were no citizen comments to the board. A motion was made by Beth Sears to accept the minutes from the June 1 meeting. Jackie Liddell seconded the motion. Everyone who was present voted yes. A decision was made by Osborne to postpone the presentation by Beth Sears regarding her recent attendance at the Keep Texas Beautiful virtual conference because several members of the committee could not be present for the July meeting. Members present agreed with the decision and Beth agreed to make a short summary regarding the conference at the August KLCB meeting. She also agreed to meet one-on-one with Sarah Greer Osborne later in the month to discuss what she learned at the conference as it relates to the City’s work to become a certified bee, bird, and monarch butterfly pledge city. Osborne then discussed the recent decision by Patricia Donham to resign from the KLCB committee because of work commitments. This now leaves two vacant spots on the committee to be filled in December by Mayor Hallisey. Osborne discussed the need for everyone on the committee to vote for their top ten artists picks for the mini-mural traffic box project. Selections must be emailed to her by July 27. The vote tally will be shared at the August KLCB meeting, and the selected artists will then be contacted by Up Art studio to see if they are available to submit a mural rendering in September and paint the traffic box in October and November. Osborne updated the group on several other City projects including the use of the City’s Blue Building for art classes and studio space, as well as a possible lease agreement with CCISD to use one of their old school buildings as a community space for recreational programs and classes. City Council will consider approving an agreement with CCISD at their July 27 meeting. In addition, Osborne updated the group on the installation of hanging hardware to create an art gallery space in the lobby of the Civic Center. The first “gallery opening” is planned for September. The first show will feature art by League City residents. Osborne encouraged members of the committee to submit their own artwork and encourage other artists they know that live in League City to do the same. Osborne also updated the group on the progress of hiring someone for the Public Art and Community Engagement Coordinator position. Interviews are currently under way and the plan is to offer the position to someone in late July/early August. Osborne told the group to save the date of September 18 at Hometown Heroes Park for EcoFest. The KLCB committee will have a “booth” at the event to promote the City’s Public Art Initiative. At the end of meeting, Frankie Legaux, League City Assistant Director of Planning and Development, passed a few handouts to the group explaining her involvement in the City’s efforts to become a Bee City, Bird City, and Monarch Butterfly City; and to maintain League City’s status as a Scenic City, Tree City, and Keep Texas Beautiful City. Legaux explained to the group that each initiative needed an official “citizen advisory group” and that their involvement with the KLCB committee served that purpose. She explained that if they received any emails to that effect from the various groups that they should not be alarmed or concerned that it was spam or a phishing scam, and that they should acknowledge the email and respond. The meeting was adjourned at 6:49 by Osborne.
